Scope

GB 7258-2026 is the English-translated version of 机动车运行安全技术条件.

GB 7258-2026 is China's basic safety code for every power-driven vehicle that uses public roads: passenger cars, buses, goods vehicles, combination vehicles, motorcycles, tractor-trailer units, wheeled special-purpose vehicles and trailers. It is the text a vehicle is checked against at type approval, at registration, at each periodic roadworthiness inspection and at the roadside, which is why manufacturers, importers and inspection bodies treat it as the reference for any vehicle meant for the Chinese market. It sets the requirements for the complete vehicle and its main assemblies - engine and drive motor, steering, braking, lighting and signalling devices, running gear, transmission and body - and for safety protection devices, with additional requirements for fire engines, ambulances, emergency rescue and police vehicles and for motor vehicles specially designed for disabled drivers. Trams and wheeled special-purpose vehicles built for closed roads or sites are outside its scope. The standard is mandatory. Issued on 27 August 2026, it takes effect on 1 July 2027 and replaces GB 7258-2017, which remains in force until then.

Foreword

This document was issued on 27 August 2026 by the State Administration for Market Regulation and the Standardization Administration of the People's Republic of China, and takes effect on 1 July 2027.

It replaces GB 7258-2017, which remains in force until that date.

It is a GB standard without the /T suffix: compliance is mandatory in China.

The standard is proposed by and under the jurisdiction of the Ministry of Public Security, the authority responsible for vehicle registration and road traffic enforcement in China.

Clause 15 deals with the implementation of the standard.

1 Scope

This document specifies the basic technical requirements for the operational safety of power-driven vehicles in respect of the complete vehicle, main assemblies, safety protection devices, etc., as well as the additional requirements for fire engines, ambulances, emergency rescue vehicles, police vehicles and motor vehicles specially designed for the disabled.

This document applies to all power-driven vehicles operating on roads, but does not apply to trams or special-purpose wheeled vehicles that are not designed and manufactured for operating and use on roads and are mainly used for operations and construction on closed roads or sites.

Note: A tram refers to a road vehicle driven by an electric motor and carried on rails.

3 Terms and definitions

For the purposes of this document, the following terms and definitions apply.

3.1 power-driven vehicle: wheeled vehicle driven or towed by a power unit, intended for road use, for the carriage of persons or goods, or for special engineering operations

Note: This includes motor vehicle and automobile trains, motorcycles, tractor-trailer units, wheeled vehicles for special purpose, and trailers.

3.2 motor vehicle: power-driven, non-rail-borne vehicle with four or more wheels, including vehicles connected to an electric power line (such as trolleybuses), mainly used for:

- Carrying persons and/or goods (articles);

- Towing vehicles carrying goods (articles) or vehicles for special purposes;

- Special operations.

This term also includes the following power-driven, non-rail-borne three-wheeled vehicles:

a) Three-wheeled vehicles with a complete vehicle kerb mass exceeding 400 kg, without a driver's cab, used for carrying goods;

b) Three-wheeled vehicles without a cab, carrying goods structure or function, whose complete vehicle kerb mass exceeds 600 kg, and which are designed and manufactured to accommodate a maximum of 2 passengers (including the driver);

c) Three-wheeled vehicles with a driver's cab and a complete vehicle kerb mass exceeding 600 kg.

3.2.1 passenger vehicle: motor vehicle designed and manufactured primarily for carrying persons, including vehicles fitted with special equipment or devices but whose main purpose is to carry persons

3.2.1.1 passenger car: motor vehicle designed and manufactured primarily for carrying passengers and their accompanying luggage and/or temporary items, with not more than 9 seats including the driver's seat

Note: A passenger car may be equipped with certain special equipment or devices, and may also tow a centre-axle trailer.

3.2.1.2 motor caravan: motor vehicle with a thermal insulating layer, equipped inside with tables and chairs, sleeping facilities (which may be converted from tables and chairs), cooking facilities, storage facilities (including for food and articles), sanitary facilities, and necessary lighting, designed and manufactured for travel and use by field workers

3.2.1.3 bus: motor vehicle designed and manufactured primarily for carrying passengers and their accompanying luggage, with more than 9 seats including the driver's seat.

Note: Depending on whether a standing passenger area is provided, buses are classified into those without a standing passenger area and those with a standing passenger area.

3.2.1.3.1 bus without standing passenger area: bus designed and manufactured without a standing passenger area, in which standing passengers are not permitted and all passengers are seated

Note: This includes interurban buses, touring buses, public buses without a standing passenger area and special buses, etc.

3.2.1.3.1.1 interurban bus: bus designed and manufactured for carrying passengers between cities (or between urban and rural areas) and specially engaged in passenger transport

3.2.1.3.1.2 touring bus: bus designed and manufactured for tourism and specially used for carrying tourists

3.2.1.3.1.3 public bus without standing passenger area: bus designed and manufactured for carrying passengers within a city, with fixed bus operating routes and stops, mainly operating on urban roads

3.2.1.3.1.4 special bus: bus designed and manufactured for carrying specific persons and completing specific functions

Note: Such as special school buses; it also includes special purpose vehicles fitted with special equipment or devices and having more than 9 seats (including the driver's seat)

3.2.1.3.2 bus with standing passenger area: bus with a maximum design speed of less than 70 km/h, equipped with seats and a standing passenger area, with sufficient space for passengers to move about when boarding and alighting during frequent stops, with fixed bus operating routes and stops, mainly operating in built-up urban areas; also including trolleybuses, i.e., buses driven by electric motors and connected to electric power lines
