GB/T 45193-2024 is the Chinese general technical specification for reused parts recovered from end-of-life vehicles. Chinese policy has deliberately legalised and encouraged the reuse of dismantled parts, which had been prohibited, in order to keep material in circulation; but reuse only works if a buyer can tell a sound part from a scrap one, and the standard is what makes that possible. It sets the classification of reusable parts and the parts that may not be reused at all, then the general requirements: the requirements on the donor vehicle and its records, the dismantling and handling that must not damage the part, the cleaning, inspection and testing each category must pass, the criteria for accepting, reconditioning or rejecting a part, the marking and identification that ties a part to its source vehicle, the packaging and storage, and the information and warranty that must accompany it in the market. It takes effect on 1 July 2025.

1 Scope

GB/T 45193-2024 is the Chinese general technical specification for reused parts recovered from end-of-life vehicles. Chinese policy has deliberately legalised and encouraged the reuse of dismantled parts, which had been prohibited, in order to keep material in circulation; but reuse only works if a buyer can tell a sound part from a scrap one, and the standard is what makes that possible. It sets the classification of reusable parts and the parts that may not be reused at all, then the general requirements: the requirements on the donor vehicle and its records, the dismantling and handling that must not damage the part, the cleaning, inspection and testing each category must pass, the criteria for accepting, reconditioning or rejecting a part, the marking and identification that ties a part to its source vehicle, the packaging and storage, and the information and warranty that must accompany it in the market. This Document specifies the information registration and pre-processing, disassembly of reused parts, performance requirements and testing methods of reused parts, quality evaluation and grading, labeling and marking, storage, transportation, packaging, after-sales service and guarantee of end-of-life vehicles. This Document applies to the processing, trade and management of reused parts of end-of-life vehicles.

3 Terms and Definitions

For the purposes of this Document, the terms and definitions given in GB 22128-2019 and GB/T 26989 and the following apply.

3.1 Reused parts Reusable parts that are dismantled from the end-of-life vehicles. [SOURCE: GB 22128-2019, 3.11]

3.2 Removal The operation of removing parts from assemblies such as vehicle, assembly or part. [SOURCE: GB/T 26989-2011, 2.1.3]

3.3 Pretreatment When dismantling the end-of-life vehicles, the first step is to treat and collect toxic and hazardous parts or materials that may cause environmental pollution or personal injury. [SOURCE: GB/T 26989-2011. 2.4.2]

3.4 Reused parts service enterprise An organization that is engaged in the sale and after-sales service of reused parts and has the technical service capabilities of disassembly, cleaning, and testing of reused parts. NOTE: Reused parts come from ELV collecting and dismantling enterprises. [SOURCE: GB/T 44727-2024, 3.4]

3.5 ELV collecting and dismantling enterprises Enterprises that have obtained the qualification certification for the recycling and dismantling of the end-of-life vehicles and are engaged in the recycling and dismantling of the end-of-life vehicles. [SOURCE: GB22128-2019, 3.7] starting lead-acid batteries);

--- Brake friction pads, brake discs, brake drums and other parts that have a direct impact on braking performance;

--- Parts involving the storage of personal information data of the original owner of the vehicle.

4.2.3 For traditional fuel vehicles, the ELV collecting and dismantling enterprises shall carry out pretreatment in accordance with the requirements specified in

7.2.1 of GB 22128-2019; for electric vehicles, the ELV collecting and dismantling enterprises shall carry out pretreatment in accordance with the requirements specified in

7.3.1 of GB 22128-2019 and the requirements specified in Clause 5 and

8.3 of SB/T 11238-2023.

5 Disassembly of Reused Parts

5.1 It should disassemble reused parts according to different levels such as assemblies, components and parts.

5.2 The disassembly process of reused parts shall be carried out in accordance with GB/T 44727-2024.

5.3 After disassembly, the reused parts shall be sorted and cleaned in accordance with GB/T 44727-2024.

5.4 After disassembly of reused parts, the reused parts shall be checked again for damage and repair marks.

5.5 The safety and environmental protection requirements during the disassembly of reused parts shall comply with the relevant provisions of GB 22128-2019 and HJ 348.

6.1 Performance requirements

6.1.1 ELV collecting and dismantling enterprises and used parts service enterprises shall test the parts to be reused in accordance with the requirements of 6.2.

6.1.2 Check whether the installation and fixing structures or mechanisms inside the parts are intact. Intact parts can be used as reused parts; and incomplete parts should not be used as reused parts.

6.1.3 If it is necessary to observe the internal conditions of the parts during the inspection process, the parts shall be disassembled without affecting the use function and performance of the reused parts.

6.1.4 The reused parts shall have complete installation, fixing mechanisms or structures.

6.1.5 Parts with obvious cracks, breakage, deformation, rust, concave and convex, damage and abnormal operation shall not be used as reused parts.

6.1.6 Reused parts used as components shall be complete.

6.1.7 Reused parts shall meet the following functional and performance requirements within a certain period:

--- Reused parts with actuation functions shall have the functions and performance of cyclic operation;

--- After installation, the visible surface of reused parts of appearance shall be flat, without cracks or obvious deformation, etc.;

--- Reused parts used for indication shall comply with the provisions of GB 4094 and GB/T 4094.2; and the markings shall be clear.

6.1.8 After loading, reused parts shall not affect the safety of the whole vehicle; and shall not affect the vehicle's compliance with the relevant requirements in GB 7258.

6.2 Test methods

6.2.1 The test methods for reused parts include visual test of appearance and non-destructive test of equipment and instruments. The reused parts shall be tested in accordance with SB/T 11237.

6.2.2 The test items shall be able to reflect the structural integrity and functional integrity of the reused parts; and reflect the personalized characteristics of the reused parts.

6.2.3 The visible surface shall be mainly checked for cracks, breakage, deformation, rust, concave and convex, burr, scratch, damage, rotation and other abnormalities.

6.2.4 Use appearance test or a combination of appearance visual test and non-destructive test of equipment instrument to check whether there are signs of repair or modification on the reused parts.

6.2.5 Reused parts with actuation functions, such as lights, motors, valve body, electric sunroof, electronic control unit, etc., shall be tested by bench or instrument; and the following contents shall be observed:

--- Whether it has a complete operating function of no less than 3 cycles;

7.4 Reused parts that do not meet the Level-3 quality shall not be sold.

8 Label and Marking

8.1 The sold reused parts shall be labeled and marked in accordance with the requirements of SB/T 11237 and GB/T 44728.

8.2 The label and marking shall include but not be limited to the following contents:

a) The words "Reused parts of the end-of-life vehicle";

b) The name, model and compatible type of the reused parts;

c) The main performance parameters, quality status and defect types of the reused parts and their locations;

d) The name, address and contact information of the ELV collecting and dismantling enterprises of reused parts service enterprises;

e) The number or name of the quality inspection and assessment personnel;

f) The traceability code of the reused parts;

g) The connection and access method of the traceability information platform for reused parts.

9 Storage, Transportation, and Packaging

9.1 After cleaning, the reused parts shall be classified and stored in accordance with the method specified in

6.3.5 of GB/T 44727-2024; and shall meet the requirements of GB 22128-2019.

9.2 During the sales process, the reused parts can be fully or simply packaged according to the user's agreement.

9.3 The reused parts transported in complete packaging shall comply with the provisions of GB/T 13384.

9.4 The graphic markings of the storage and transportation packaging shall meet the requirements of GB/T 191.

10 After-Sales Service and Guarantee

10.1 The seller and buyer of reused parts shall agree on the warranty period.
