1 Scope

This standard specifies the terms and definitions of ELV collecting and dismantling, enterprise requirements, technical requirements for ELV collecting, storage and dismantling, requirements for enterprise execution time. This standard applies to enterprises engaged in the business of collecting and dismantling of end-of-life vehicles. The enterprises that collect and dismantle non-road mobile machinery may refer to this standard.

3 Terms and definitions
The terms and definitions as defined in GB/T 19515, GB/T 19596, GB/T 3730.1, GA 802 as well as the following terms and definitions apply to this document.
3.1 End-of-life vehicles; ELVs Motor vehicles that meet the requirements of the national mandatory scrapping standards for motor vehicles and that are voluntarily scrapped by the owner of the motor vehicle.
3.2 Electric vehicle; EV The general term for pure electric vehicles, hybrid (electric) vehicles, fuel cell electric vehicles.
3.3 Collecting The process of receiving or purchasing, registering, storing, issuing collecting certificates for end-of-life motor vehicles in accordance with relevant national laws and regulations and relevant provisions.
3.4 Dismantling The process of harmless treatment of end-of-life vehicles, dismantling the main assembly and reusable parts, disassembling or flattening the body and structural parts.
3.5 Remove The process of removing and unloading the traction battery from the vehicle.
3.6 Traction battery Batteries that provide energy for the traction system of electric vehicles, which do not include lead-acid batteries.
4.1 Dismantling capacity requirements
4.1.1 The type of region (prefecture-level city) where the enterprise is located is determined based on the annual vehicle stock. The number of enterprises is determined based on the total annual dismantling capacity of the region.
4.1.2 The minimum annual dismantling capacity of a single enterprise shall meet the requirements of Table
2.The standard model of a single enterprise's annual dismantling capacity in Table 2 is a small passenger car as defined in GA 802.Other models are converted based on the curb weight; the curb weight of the standard model is
4.2 Site construction requirements
4.2.1 The site selection of enterprise construction projects shall meet the following requirements.
4.2.6 The storage site shall be divided into a storage site for end-of-life vehicles, a storage site for reused parts, a storage site for solid waste. The solid waste storage site shall have general industrial solid waste storage facilities that meet the requirements of GB 18599 and hazardous waste storage facilities that meet the requirements of GB 18597.
4.2.7 Enterprises dismantling electric vehicles shall also meet the following site construction requirements.
4.3 Facilities and equipment requirements
4.3.1 The following general dismantling facilities and equipment shall be provided.
4.3.5 Enterprises in grade I ~ grade II areas shall also have the following efficient dismantling facilities and equipment.
4.3.7 A facility and equipment management system shall be established; equipment operation specifications shall be formulated, meanwhile regularly maintained and updated.
4.3.8 Refer to Table A.1 for specific equipment names.
4.5 Information management requirements
4.5.1 An electronic information file shall be established to record the collecting registration of end-of-life vehicles and solid waste information in the following ways.
5 Technical requirements for collecting
5.1 After receiving the end-of-life vehicle, it shall check the sealing and damage of the engine, radiator, transmission, differential, fuel tank and fuel tank.
5.2 For end-of-life vehicles, it shall check the sealing and damage of parts such as traction batteries and drive motors.
6.1 Storage of end-of-life vehicles
6.1.1 All vehicles shall be stored avoiding sideways or upside down; electric vehicles shall not be stacked before the traction battery is removed.
6.2 Solid waste storage
6.2.1 The construction of solid waste storage facilities shall meet the requirements of GB 18599, GB 18597, HJ 2025.
6.2.4 Different types of refrigerants shall be recovered separately and stored separately in special containers.
6.2.5 There shall be no open flame in the storage site of waste electrical appliances and lead-acid batteries.
6.2.6 Containers and devices shall be leak-proof and splash-proof; the storage devices that have not detonated airbags shall be explosion-proof; meanwhile they shall be checked daily.
6.2.7 All solid wastes after dismantling are classified, stored and labeled.
6.2.8 The storage method of the main solid waste of end-of-life vehicles can be found in Table B.1.
6.3 Storage of reused parts
6.3.1 Reused parts shall be classified, stored and labeled, stored in a closed or semi-closed storage site.
6.4 Storage of traction battery
6.4.1 The storage of traction batteries shall be implemented in accordance with the storage requirements of WB/T 1061.
6.4.2 The frame structure shall be adopted when the traction battery is stored in multiple layers; it shall ensure the load-bearing safety and it shall be easy to access.
6.4.3 Traction batteries with potential safety hazards such as leakage, liquid leakage, damage, etc.
7.1 General requirements
7.1.1 Reasonable dismantling shall be carried out in accordance with the dismantling manual provided by the motor vehicle manufacturer. If there is no dismantling manual, the dismantling shall be carried out according to the requirements of other vehicles of the same type.
7.1.2 When disassembling end-of-life vehicles, appropriate tools, equipment and techniques shall be used, to ensure the reusability of parts and materials as much as possible.
7.1.4 Refer to Table C.1 and Table B.1 for the dismantling method of related equipment use and the main solid waste of end-of-life vehicles in the dismantling procedure.
7.2 Traditional fuel vehicles
7.2.1 Technical requirements for dismantling pretreatment.

7.3.3 Other pre-treatment and dismantling technical requirements of the vehicle body after dismantling the traction battery shall be carried out in accordance with the provisions of
7.2.1 and 7.2.2, respectively.
7.3.4 The dismantling of fuel cell electric vehicles can refer to this standard and be carried out in accordance with the instruction manual provided by the automobile manufacturer.
