GB/T 45084-2024 is the companion to the reused parts specification, covering the trading and traceability of reused and remanufactured parts from end-of-life vehicles. Traceability is what separates a legitimate reuse market from a channel for stolen and counterfeit parts, and it is the condition on which the Chinese authorities permitted the trade: every part must be traceable to a lawfully dismantled vehicle and to the enterprise that recovered it. The standard sets the requirements on the identification of a part and the code it carries, the information that must be recorded at each stage, dismantling, inspection, reconditioning or remanufacture, storage, sale and installation, the platform on which the records are held and the data exchanged between the participants, the requirements on the trading process itself including the disclosure to the buyer, the verification of a part's record, and the handling of returns, recalls and irregularities. It takes effect on 1 June 2025.

1 Scope
GB/T 45084-2024 is the companion to the reused parts specification, covering the trading and traceability of reused and remanufactured parts from end-of-life vehicles. Traceability is what separates a legitimate reuse market from a channel for stolen and counterfeit parts, and it is the condition on which the Chinese authorities permitted the trade: every part must be traceable to a lawfully dismantled vehicle and to the enterprise that recovered it. This document specifies the trading entities and paths, transaction management, traceability entities and processes, traceability information and traceability information system requirements for reused and remanufactured parts of end-of-life vehicles, and describes the verification methods for transaction and traceability-related requirements for reused and remanufactured parts of end-of-life vehicles. This document applies to the transaction and traceability of reused and remanufactured parts of end-of-life vehicles.

3 Terms and definitions
The terms and definitions defined in GB 22128, GB/T 26989 and GB/T 28619 and the following apply to this document.
3.1 reused parts Reusable parts dismantled from end-of-life vehicles. [Source: GB 22128-2019, 3.11]
3.2 remanufacturable parts Used parts that have been tested and confirmed to meet the requirements for remanufacturing through processing and repair. [Source: GB/T 28676-2012, 3.2]
3.3 remanufactured part The products that are made of remanufacturable parts, which have been restored to their original technical performance and product quality after a series of remanufacturing processes. NOTE: "Remanufactured parts" are also called "remanufactured products". [Source: GB/T 39895-2021, 3.1, modified]
3.4 reused parts service enterprise An organization that is engaged in the sale and after-sales service of reused parts and has technical service capabilities such as secondary removal, cleaning, and testing. [Source: GB/T 44728-2024, 3.2]
3.5 remanufacturing reverse logistics recovery enterprise An organization that is engaged in the recovery, removal, cleaning, testing, sales, and other operating activities of remanufacturable parts.
4.4 Remanufacturing reverse logistics recovery enterprises shall have the technical equipment and capabilities for disassembly, cleaning and product quality testing of used automobile parts, and the ability to test the performance of remanufactured parts.
4.5 Auto parts remanufacturing enterprises shall comply with the requirements of GB/T 33221, and the remanufacturing process shall comply with the requirements of GB/T 33947. They shall have the technical equipment and capabilities for disassembly, cleaning, and product quality testing of used auto parts, shall have the ability to test the performance of remanufactured parts, and shall establish and implement technical quality standards and production specifications for remanufactured parts.
4.6 Sales organizations shall have the ability to store, sell, and provide after-sales services for reused and remanufactured parts. Sales organizations include auto repair shops, auto parts sellers, auto dealers, auto after-sales service providers, and self-built sales organizations of ELV collecting and dismantling enterprises, reused parts service enterprises, and auto parts remanufacturing enterprises.
4.7 ELV collecting and dismantling enterprises and reused parts service enterprises are the producers of reused parts and are responsible for the quality of reused parts; automobile parts remanufacturing enterprises are the producers of remanufactured parts and are responsible for the quality of remanufactured parts.
4.8 Trading entities (excluding consumers) shall establish a record of the storage and sales of end-of-life vehicle parts and components, and truthfully record the source, quantity, model, flow direction and other information of the reused, remanufacturable, or remanufactured parts of end-of-life vehicles.
5.1.1 Product quality
5.1.1.1 Reused parts shall be subjected to appearance inspection and technical testing in accordance with SB/T 11237, and performance requirements shall comply with the provisions of SB/T 11237.
5.1.1.2 Remanufactured parts shall be subjected to the same inspection and testing as the original model new products before leaving the factory, and shall have the same quality characteristics as the original model new products.
5.1.1.3 The safety standards of remanufactured parts shall not be lower than the national requirements for new motor vehicle parts of original models, and their environmental performance shall comply with relevant national standards.
5.1.2 Labeling
5.1.2.1 The labeling of reused parts for sale shall comply with the requirements of SB/T 11237 and shall include but not be limited to the following:
a) The words "Reused parts from end-of-life vehicles";
b) The name, model, and applicable vehicle type of the reused part;
c) The name, address, and contact information of the ELV collecting and dismantling enterprise or the reused parts service enterprise;
d) The number or name of the quality inspection and assessment personnel;
e) Traceability code of the reused part;
f) Connection and access methods of the reused parts traceability information platform;
g) The factory date when the reused part was dismantled or identified;
h) The original factory date of the reused part.
5.1.2.2 The labeling of remanufactured parts for sale shall comply with the requirements of GB/T 39895 and shall include but not be limited to the following:
a) Auto parts remanufacturing product labeling;
b) The Chinese name of the product;
c) The name or registered trademark of the remanufacturing enterprise;
d) Serial number of the remanufactured part;
5.2 Product sales
5.2.1 The sale and purchase of reused and remanufactured parts shall follow the trading path shown in 4.1. The reused and remanufactured parts may also be traded between different sales organizations.
5.2.2 The "five major assemblies" should be sold to automobile parts remanufacturing enterprises that have passed the remanufacturing quality management system certification. Reused parts and remanufactured parts shall not enter the complete automobile production process.
5.2.3 The buyer shall be informed that the parts are reused or remanufactured. The reused and remanufactured parts sold shall be accompanied by a quality assurance certificate.
5.2.4 The sales information of reused and remanufactured parts shall be recorded and sales invoices shall be issued.
5.2.5 Automobile maintenance enterprise shall indicate the use of reused and remanufactured parts in the settlement statement issued to consumers and upload it onto the automobile maintenance electronic health record system.
5.3 After-sales service
5.3.1 The seller and buyer of reused and remanufactured parts shall agree on the warranty period and the after-sales service shall be provided in accordance with the agreed requirements of both parties.
5.3.2 For remanufactured parts, after-sales service no less than that of original model new products shall be provided.
5.3.3 The seller of reused and remanufactured parts shall establish an after-sales service network and have the ability to perform the agreed after-sales service.
6 Traceability entities and processes
6.1 The entities involved in the traceability of reused parts transactions include but are not limited to ELV collecting and dismantling enterprises, reused parts service enterprises, sales organizations, and consumers. The traceability process of reused parts transactions is shown in Figure 2. responsible for the organization and implementation of the traceability work, and shall be equipped with special equipment and information systems such as information collection, output, reading and writing equipment necessary for the traceability work.
6.4 The traceability entity shall provide a unique traceability code for the reused and remanufactured parts sold.
7 Traceability information
7.1 Traceability information shall be searchable through traceability codes. The traceability code coding rules and traceability code labeling of reused parts shall comply with the requirements of GB/T 44728; the coding rules and traceability code labeling of remanufactured parts shall comply with the requirements of GB/T 32007.
7.2 Traceability information shall include but not be limited to entity information, production information, logistics information, product information and sales information.
7.3 The traceability information provided by the traceability entity of the reused parts shall include the basic information in Table A.1 of Appendix A, and may include the extended information in Table A.1. The traceability information provided by the traceability entity of the remanufactured parts shall include the basic information in Table A.2, and may include the extended information in Table A.2.
7.4 The collected traceability information shall be timely entered into the traceability information system, backed up regularly, and stored for a long time. The retention period of the traceability information of the reused parts shall be counted from the date of the reused parts leaving the factory, and shall not be less than 3 years; the retention period of the traceability information of the remanufactured parts shall not be less than the quality assurance period promised by the manufacturer.
8 Traceability information system
8.1 It shall have functional modules such as traceability entity selection, traceability entity information registration, data information collection, data information exchange and sharing, data information query, quality feedback, and data statistical analysis.
8.2 It shall have the function of integrating the fragmented data provided by different traceability entities to the traceability information system to form the transaction traceability data of reused parts and remanufactured parts.
