Scope

GB 16933-1997 is the English-translated version of 放射性废物近地表处置的废物接收准则.

GB 16933-1997 specifies the basic requirements, acceptance criteria and quality assurance for accepting low and intermediate level radioactive solid waste for near surface disposal, and applies to all waste sent to near surface disposal sites, mainly from nuclear power plants, the nuclear fuel cycle and the decommissioning of nuclear facilities, and by reference to waste from the production and use of radioisotopes.

It was prepared with IAEA Safety Series No. 71 (1985) as its main reference and gives a uniform basis on which each disposal site draws up its own, not less stringent, acceptance document.

The acceptance criteria cover radionuclide content and fissile material, surface radiation level and contamination, mechanical stability, leach resistance, free liquid (less than 1% of the solid waste volume), chemical composition (chelating and complexing agents below 1% by weight, no pyrophoric, explosive or low flash point substances), thermal and radiation stability, fire resistance, microbial degradation, gas generation, packaging containers, a filling ratio above 85% by volume and package marking, largely by reference to GB 12711, GB 11806 and GB 14569.

The quality assurance clause requires programmes and organizations at generators and disposal sites, lists the items checked on acceptance and in destructive or non-destructive sampling inspection, and sets rules for data and document management.

Foreword

This standard was prepared taking as its main reference the International Atomic Energy Agency 1985 Safety Series No. 71 report Acceptance criteria for disposal of radioactive wastes in shallow ground and rock cavities, combined with the specific situation in China.

This standard comprehensively specifies the basic requirements, acceptance criteria and quality assurance for waste acceptance in the near surface disposal of low and intermediate level radioactive waste, thereby providing a uniform basis for waste acceptance at near surface disposal sites in China. Each disposal site shall, in accordance with the provisions of this standard and on the basis of its own site characteristics and disposal facility design requirements, draw up waste characteristic requirements not less stringent than those specified in this standard, as its own operating document for waste acceptance.

This standard was proposed by China National Nuclear Corporation.

Drafting organization of this standard: China Institute for Radiation Protection.

Main drafter of this standard: Feng Shengtao.

Approved by the State Bureau of Technical Supervision on 1997-07-30; implemented on 1998-09-01.
