1 Scope

3 Terms and Definitions
The terms and definitions defined in GB/T 12428 and GB 13094 and the following are applicable to this document.
3.1 special school bus A dedicated passenger vehicle designed, manufactured, and technically characterized specifically for the organized transport of preschool children aged 3 years and older or students in the compulsory education stage. [Source: GB/T 3730.1-2022, 5.6.1]
3.1.1 special school bus for infants A special school bus for transporting preschool children aged 3 years and older.
3.1.2 special school bus for primary students A special school bus for transporting primary students.
3.1.3 special school bus for primary and junior middle school students A special school bus for transporting students in the compulsory education stage (primary and junior middle school students).
3.2 stopping signal plate A plate used to warn other vehicles not to overtake a stopped school bus awaiting students to board or alight.

4 Type Division of Special School Buses
The classification and basic characteristics of special school buses in accordance with vehicle structure and purpose are shown in Table 1.
5.1 Appearance Markings and Main Structural Dimensions
5.1.1 The appearance markings of special school buses shall comply with the provisions of GB 24315.At the time of exiting factory, school bus numbers are permitted not to be painted on.
5.1.2 Special school buses shall have a collision safety structure at the front. If it is a front transverse engine, the engine crankshaft centerline shall be located in front of the foremost point of the front windshield glass; if it is a front longitudinal engine, the centerline of the first and second cylinders shall be located in front of the foremost point of the front windshield glass. If the front collision performance of large and medium-sized special school buses is not lower than the first two structures, the engine arrangement form is not limited. NOTE. the centerline of the first and second cylinders refer to the centerline of the distance between the cylinder centers of the first and second cylinders.
5.1.3 Special school buses shall not be articulated buses or double-decker buses.
5.1.4 The height of special school buses shall not exceed
5.1.5 If there is a side luggage compartment, the top of the luggage compartment shall be less than
1.0 m above the ground.
5.1.6 Special school buses shall not be equipped with external luggage racks.
5.1.7 Special school buses shall not have holes inside or outside that could easily trap the fingers of infants and primary students, and shall not have any protrusions, dents, sharp corners or other defects that could cause injury.
5.2 Power Performance The power-to-weight ratio of the special school buses shall not be less than
9.0 kW/t. NOTE. the power-to-weight ratio is the ratio of the engine's maximum net power (or
0.9 times the engine's rated power/calibrated power) to the maximum permissible gross weight of the special school buses.
5.3 Mass and Maximum Number of Passengers and Crew
5.3.1 The mass of each infant in a special school bus for infants is calculated as 30 kg; the mass of each student in a special school bus for primary students is calculated as 48 kg; the mass of each student in a special school bus for primary and junior middle school students is calculated as 53 kg; the mass of each attendant is calculated as 69 kg; the mass of the driver is calculated as 75 kg.
5.3.2 The maximum number of passengers and crew of a special school bus for infants shall not exceed 45 people; the maximum number of passengers and crew of a special school bus for primary students and a special school bus for primary and junior middle school students shall not exceed 56 people.
5.4 Steering System School buses shall be equipped with a power-assisted steering device.
5.5 Braking System
5.5.1 Special school buses shall be equipped with anti-lock braking devices conforming to the provisions of GB/T 13594.
5.5.2 All wheels of special school buses shall be equipped with disc brakes.
5.5.3 Special school buses longer than 8 m shall be equipped with retarders or other auxiliary braking devices. The performance of the auxiliary braking devices shall meet the Type IIA test requirements specified in GB 12676-2014.
5.5.4 Special school buses equipped with advanced emergency braking system (AEBS) shall comply with the provisions of GB/T 38186.
5.6 Transmission System
5.6.1 Special school buses shall be equipped with a speed limiting system conforming to the provisions of GB 24545.The maximum speed set at the time of exiting factory shall not exceed 80 km/h.
5.6.2 The transmission shaft shall have protective devices to prevent danger caused by malfunctions such as slippage or breakage of its sliding connection (spline or other similar devices).
5.7 Driving System
5.7.1 Special school buses shall be equipped with tubeless radial tires.
5.7.2 Special school buses with a gross weight exceeding 4,500 kg shall have dual rear tires.
5.7.3 Steering wheels shall be equipped with tire blowout emergency safety devices conforming to the provisions of GB/T 38796.
5.8 Front and Rear Bumpers
5.8.1 Special school buses shall be equipped with front and rear bumpers.
5.8.2 The bumpers shall be attached to the frame or body skeleton. The front bumper shall extend forward to the front of components such as the radiator grille, headlights and hood, and outward to the outer edge of the wheel arches; the rear bumper shall cover the rear corners of the vehicle.
5.9 Roll Stability In accordance with the method specified in GB/T 14172, carry out the test, with the mass of passengers and crew specified in
5.3.1 loaded on the upper surface of each seat cushion (if there is a luggage compartment, the luggage compartment shall not be loaded), and the load shall be firmly fixed to the seat. The measured roll stability angle shall not be less than 32; simultaneously, when measured under no-load conditions, the measured roll stability angle shall not be less than 35.
5.10.1 Body structure
5.10.1.1 Large and medium-sized special school buses shall have a body skeleton structure. The top beam, pillars, and main crossbeams of the underframe on the same cross section shall form a closed loop (except at the wheel arches and roof windows). The body pillars from the longitudinal beams above the side windows to the bottom crossbeams shall be an integral structure, without intermediate welding connections. If the body structure of a light-duty special school bus does not adopt the above structure, it shall use a structure where the covering parts and reinforcing beams share the load.
5.10.1.2 The passenger area of a special school bus for infants shall have a flat floor structure. Except for local protruding structures such as wheel arches and access panels, there shall be no steps on the floor.
5.10.1.3 The floor covering layer of the seating area, aisle area, and approach area shall be non- slip and wear-resistant.
5.10.2 Top structure strength Special school buses shall be tested in accordance with Appendix A and shall meet the following requirements.
a) During the test, the vehicle body structure can withstand the specified load, the doors are not opened, and the vehicle body and underframe are not separated.
b) During and after the test, there shall be a minimum clearance of 900 mm above each seat cushion (measured upwards from the plane of the highest point of the uncompressed seat cushion); a minimum clearance of 1,350 mm above the footrest floor for seated passengers (for wheel arches, rear seats, and special school buses with a gross weight of 3,500 kg or less and 12 seats or less, and a minimum clearance of 1,200 mm above the floor); the aisle clearance for light-duty special school buses shall be no less than 1,440 mm, and the aisle clearance for large and medium-sized special school buses shall be no less than 1,670 mm.
