GB/T 26765-2023 specifies the information system behind periodic vehicle safety inspection. The inspection itself is a technical matter; whether it means anything is an information systems matter, because the value of a roadworthiness certificate rests entirely on it having been earned. The known failure modes are all administrative: a vehicle presented for one test and certified for another, results entered by hand and adjusted afterwards, a station issuing certificates for vehicles that never arrived. A system that binds each measurement to the vehicle identity and the equipment that produced it, timestamps it, and transmits it to the traffic authority as it happens is what closes those gaps — which is why networking is in the title alongside the system. This document specifies the system architecture, the basic operating requirements, the functional requirements, the data requirements and the verification requirements for motor vehicle safety technical inspection business systems. This document was issued on 17 March 2023 by the State Administration for Market Regulation; Standardization Administration of the PRC and takes effect on 1 October 2023.

It is a GB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.

1 Scope

GB/T 26765-2023 specifies the information system behind periodic vehicle safety inspection. The inspection itself is a technical matter; whether it means anything is an information systems matter, because the value of a roadworthiness certificate rests entirely on it having been earned. This document is applicable to the development, construction, application of the motor

vehicle safety technical inspection business information system, as well as the

networking construction between motor vehicle safety technical inspection agency and

administrative departments.

2 Normative references

3 Terms and definitions

The terms and definitions defined in GB 7258 and GB 38900-2020, as well as the

following terms and definitions, apply to this document.

3.1

Station

A section of the inspection channel that can accommodate an inspected motor

vehicle for one or more inspection items.

3.2

Inspection business information system

An information system that manages the entire process of motor vehicle safety

technical inspection business, consisting of six modules. basic information

registration, inspection business acceptance, inspection process control, inspection

process monitoring, inspection business handling, system management.

3.2.1

Basic information registration module

A module with the functions of inputting, reporting, downloading basic information

of motor vehicle safety technical inspection agency.

3.2.2

Inspection business acceptance module

A module with the functions of logging in inspection business information and

online query.

3.2.3

Inspection process control module

A module with the functions of controlling inspection equipment for instrument and

equipment inspection, manual inspection, calibration of inspection equipment.

3.2.4

Inspection process monitoring module

A module with the functions of video monitoring and image monitoring of motor

vehicle safety technical inspection process.

3.2.5

Inspection business processing module

A module with the functions of collecting images and videos of motor vehicle

manual inspections, processing inspection results, handling abnormal situations.

3.2.6

System management module

A module with the functions of user management, parameter management, log

recording, internal query, statistical analysis of the inspection business information

system.

3.3

General failure

A failure that requires restarting the software/hardware of the inspection business

information system and can resume normal operation within 30 minutes.

3.4

Major failure

Any software/hardware failure that causes the motor vehicle safety technical

inspection to stop for more than 30 minutes.

3.5

Intelligent recognition of inspection images

Process, analyze, understand the images of motor vehicle safety technical inspection;

apply deep learning and other algorithms to identify manual inspection items,

inspection materials, photos, videos of the inspection process, etc.

4 Inspection business information system architecture

The inspection business information system consists of basic information registration,

inspection business acceptance, inspection process control, inspection business

handling, inspection process monitoring, system management modules.

The inspection business information system shall realize the exchange of information,

such as motor vehicle registration, motor vehicle road traffic safety violations, road

traffic accidents, motor vehicle recalls due to safety defects, motor vehicle violations,

motor vehicle traffic accident liability compulsory insurance, motor vehicle inspection

results, motor vehicle safety technical inspection images with the administrative

department information system, in accordance with the prescribed interface. Among

them, the inspection process monitoring module is used to transmit the motor vehicle

safety technical inspection process monitoring information to the administrative

department information system; the inspection process control module is used to control

the inspection equipment to complete the item inspection, obtain and store the

inspection result data.

The overall architecture of the inspection business information system is shown in

Figure 1.

5 Basic requirements for the operation of the inspection

business information system

5.1 Network

Adopt fast Ethernet based on IEEE 802.3 or wireless communication network based on

IEEE 802.11.

5.2 Operating system

Adopt Windows, Unix, Linux, Android and other operating systems.

5.3 Database management system software

The database management system software shall meet the following requirements.

a) Support two industrial standards, SQL and ODBC;

b) Have C2 level security.

5.4 Networking requirements

The network between motor vehicle safety technical inspection agency and

administrative departments shall meet the following requirements.

a) Motor vehicle safety technical inspection agency shall connect to the network of

the public security traffic management department through a dedicated line or

VPN and other secure means; the inspection business information system shall

access the information system of the public security traffic management

department through an interface to carry out data exchange;

b) The networks of multiple motor vehicle safety technical inspection agency shall

not access each other;

c) The network environment of the motor vehicle safety technical inspection agency

and the public security traffic management department shall be physically

isolated from the networks of other administrative departments; a secure

exchange method shall be adopted when implementing data exchange;

d) The network environment of the motor vehicle safety technical inspection agency

and the public security traffic management department shall not be directly

accessed from the network of other administrative departments.

5.5 Others

The operation of the inspection business information system shall also meet the

following requirements.

a) All data, images, videos collected by the inspection business information system

shall be stored locally in the motor vehicle safety technical inspection agency; the

data retention period shall not be less than 6 years; the images and inspection

process videos shall be kept for not less than 2 years;

b) The number of general failures of the inspection business information system shall

not exceed 12 per year;

c) The number of major failures of the inspection business information system shall

not exceed 4 per year.

6 Functional requirements of the inspection business

information system

6.1 Basic information registration module

6.1.1 Function

The basic information registration module shall include the following functions.

a) Basic information entry;

b) Basic information upload;

c) Basic information download.

6.1.2 Basic information entry

It shall have the function of adding and modifying information such as motor vehicle

safety technical inspection agency, motor vehicle safety technical testing lines, motor

vehicle safety technical inspection agency staff. The data structure of the input

information shall comply with the provisions of Table A.1 ~ Table A.3 in Appendix A.

6.1.3 Basic information upload

The information shall be uploaded to the administrative department through the

interface that complies with A.1 ~ A.3.

6.1.4 Basic information download

The information of the registered motor vehicle safety technical inspection agency,

motor vehicle safety technical inspection line, motor vehicle safety technical inspection

agency staff shall be downloaded from the administrative department, through the

interface that complies with A.4 ~ A.6.

6.2 Inspection business acceptance module

6.2.1 Function

The inspection business acceptance module shall include the following functions.

a) Information login;

b) Online query.

6.2.2 Information login

The inspection business acceptance module shall have the following inspection

business information login functions.

a) For motor vehicles applying for registration and safety inspection, it shall have

the function of entering information such as motor vehicle technical parameters;

b) For in-use motor vehicles under inspection, it shall have the function of entering

information such as motor vehicle license plate and inspection category, as well

as the function of randomly assigning inspection personnel such as vehicle guides

and external inspectors. The data structure of the entered information shall

comply with the provisions of Table A.7;

c) It shall support the Internet, telephone and other technical means to realize

appointment inspection;

d) It shall have the function of entering information on motor vehicle traffic accident

liability compulsory insurance policies; the data structure of the entered

information shall comply with the provisions of Table A.8.

The inspection business acceptance module shall have the function of automatic login;

it can identify motor vehicles by using technical means such as license plate recognition

and motor vehicle electronic identification reading.

6.2.3 Online query

The inspection business acceptance module shall have the following online query

functions.

a) Online query function of motor vehicle registration information. For in-use motor

vehicles under inspection, the motor vehicle registration information can be

obtained through the online query interface of the motor vehicle, which is

submitted for inspection in accordance with the provisions of A.9.

b) Online query function for motor vehicle announcement technical parameter

information. For the inspected motor vehicle, the technical parameters and image

information of the motor vehicle and chassis announcement can be obtained,

through the motor vehicle announcement technical parameter text information in

accordance with A.10 and the motor vehicle announcement technical parameter

image information query interface in accordance with A.11.

c) Online query function for motor vehicle road traffic violation information. For the

inspected motor vehicle, the online query interface for the motor vehicle

submitted for inspection in accordance with A.9 can be used to check whether the

motor vehicle has any road traffic violations that have not been dealt with.

d) Online query function for motor vehicle road traffic accident information. For the

inspected motor vehicle, the online query interface for the motor vehicle

submitted for inspection in accordance with A.9 can be used to check whether the

motor vehicle has had a road traffic accident that caused casualties. For such

traffic accidents, the damaged parts and damage conditions of the motor vehicle

submitted for inspection can be obtained.

e) Defective motor vehicle recall information query function. The online query

interface for the motor vehicle submitted for inspection in accordance with A.9

can be used, to check whether the motor vehicle is a defective recalled motor

vehicle; for a defective recalled motor vehicle, the defect recall reason can be

obtained.

f) Violation motor vehicle information query function. For the motor vehicles

undergoing registration safety inspection, it is possible to check whether the

motor vehicle is a violation motor vehicle, through the violation motor vehicle

query interface that complies with A.12.For the violation motor vehicles, the

violation situation can be obtained.

6.3 Inspection process control module

6.3.1 Function

The inspection process control module shall include the following functions.

a) Instrument and equipment inspection;

b) Manual inspection;

c) Inspection equipment calibration.

6.3.2 Instrument and equipment inspection

The inspection process control module shall have the inspection function of the

following instrument and equipment items.

a) Inspection equipment control function. It can control the inspection equipment to

enter the inspection working condition and guide the inspection personnel to

complete the inspection work of the relevant inspection items through the

indicator. The test principle, resolution, effective digits of the measurement data

and the inspection result data of the inspection equipment shall not be changed

during the control process. The inspection items and inspection methods shall

comply with the requirements of GB 38900-2020.

b) Automatic collection function of inspection result data. It can collect the whole

process data of the measurement object, but does not provide the function of

manual input or modification of the inspection results. For analog output

inspection equipment, it can automatically remove the error caused by zero drift

to the inspection result. When collecting the data information of the braking force

inspection process, the time interval of the collection points of the roller reaction

brake test bench shall not exceed 10 ms; the time interval of the collection points

of the flat brake test bench shall not exceed 5 ms; the synchronization error of the

left and right wheel braking force collection points shall not exceed 0.5 ms; the

data structure of the braking force inspection process data information storage

shall comply with the provisions of Table A.30.

c) Automatic conversion function of inspection result data. It can convert the

collected inspection results into inspection result data that meets the requirements

of GB 38900-2020.

6.3.3 Manual inspection

The inspection process control module shall have the following inspection functions for

manual inspection items.

a) Inspection result entry function. It can input the inspection results of manual

inspection items such as vehicle uniqueness inspection, vehicle characteristic

parameter inspection, vehicle appearance inspection, safety device inspection,

chassis dynamic inspection, vehicle chassis component inspection.

b) Inspection image acquisition function. It can receive images of manual inspection

items collected by motor vehicle inspection handheld terminals and other

equipment. The received image type shall comply with the requirements of B.1.1

in Appendix B. The images shall be encoded in JPEG and stored in JFIF or JPEG

file format with a compression factor lower than 70.The image storage data

structure shall comply with the provisions of Table A.20.

c) Inspection image upload function. It can upload images of manual inspection

items through the motor vehicle inspection item photo and inspection data photo

information upload interface that complies with A.11.

6.3.4 Inspection equipment calibration

The inspection process control module shall have the function of calibrating the

inspection equipment. When calibrating the analog output test equipment, the zero point

output, AD value and calibration value of each analog input channel of the test

equipment shall be displayed; when calibrating the digital output test equipment, the

test result data value of the test equipment shall be displayed.

6.4 Test process monitoring module

6.4.1 Function

The test process monitoring module shall include the following functional modules.

a) Data monitoring;

b) Video monitoring;

c) Image monitoring.

6.4.2 Data monitoring

The test process monitoring module shall have the following data monitoring functions.

a) Real-time upload function of test item result judgment information. It can upload

the test result judgment information of each test item of the motor vehicle in real

time, through the detailed test result information of the manual test items of the

motor vehicle specified in A.19, the detailed test result information of the

instrument and equipment test items specified in A.20, the road test result

information specified in A.21.

b) Real-time upload function of braking force test process data information. It can

upload the braking force test process data information in real time, through the

detailed test result upload interface of the instrument and equipment test items

specified in A.20.

6.4.3 Video monitoring

The inspection process monitoring module shall have the following video monitoring

functions.

a) Real-time video acquisition function of the inspection process. The video

monitoring equipment can be used to collect the video information of the

inspection process of the motor vehicle under inspection at each station in real

time; the video clarity can meet the requirements of manual identification of the

inspection process at each station.

b) Real-time video acquisition function of manual inspection. The video monitoring

equipment can be used to collect the video information of the inspector's manual

inspection process in real time; the video clarity shall meet the requirements of

manual identification of the manual inspection process and the inspection part

shooting process.

c) Real-time video acquisition function of the authorized signatory's signature
