GB/T 23331-2020 — This standard specifies the requirements for establishing, implementing, maintaining and improving an energy management system, and aims to enable organizations to achieve energy performance through a systematic approach. Efficiency and continuous improvement of the energy management system. This standard. a) Applicable to any organization, regardless of its type, size, complexity, geographic location, organizational culture, or what products and services it provides; b) Applicable to activities that affect energy performance managed and controlled by the organization; c) Suitable for any amount, purpose or type of energy consumption; d) It is required to demonstrate continuous energy performance improvement, but the degree of energy performance improvement is not specified; e) Can be used alone, or coordinated or integrated with other management systems. Foreword

This standard was drafted in accordance with the rules given in GB/T 1.1-2009.

This standard replaces GB/T 23331-2012 "Energy Management System Requirements", compared with GB/T 23331-2012, except for editorial amendments

The main technical changes are as follows.

---Adopt the requirements of ISO management system standards, including high-level structure, the same core text, common terms and definitions;

---Modified terms and definitions;

---Reorganized the text structure and wording;

---Optimized the integration with the strategic management process;

---Strengthen the role of top management;

---Clarified the related content of energy type exclusion, energy review requirements, energy performance parameters and energy benchmarks;

---Introduced the concept of "normalization" of energy performance parameters and related energy benchmarks;

---Added the content of energy data collection planning and related requirements.

The translation method used in this standard is equivalent to ISO 50001.2018 "Energy Management System Requirements and Guidelines for Use".

This standard has made the following editorial changes.

---Deleted part of the annotations related to the source of the terminology;

---Deleted some comments that have nothing to do with the application in my country;

--- Some remarks have been added as necessary.
