Foreword

This document was issued on 29 June 2024 by the State Administration for Market Regulation; Standardization Administration of the PRC and takes effect on 1 January 2025.

It is a GB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies.

The document runs to 30 pages in translation. The identification, the dates, the table of contents and the clauses reproduced on this page are taken from the standard itself.

It replaces GB/T 35607-2017, which is superseded.

1 Scope

GB/T 35607-2024 is the Chinese green product assessment standard for furniture, one of the series that supports the national green product certification mark. That mark carries commercial weight in China: it is required or preferred in government procurement and in a growing number of large private tenders, and this document is the criteria a piece of furniture is certified against. The standard sets the assessment framework and the basic requirements the manufacturer must meet on management, energy and pollution, and then the evaluation indicators themselves, grouped into resource attributes covering the use of materials and of recycled content and the yield, energy attributes, environmental attributes covering the emissions from the product and from its production, and quality attributes covering durability and repairability, with the limit or the target for each indicator and the test or verification method. It then sets the rules for the assessment and the evidence required. The 2024 edition replaces GB/T 35607-2017. For a furniture maker seeking certification, or a buyer specifying it, this is the criteria text.

This document specifies the requirements for assessment of furniture, a kind of green products, and describes the assessment methods.

It is applicable to the green product assessment of furniture.

3 Terms and definitions

For the purposes of this document, the terms and definitions given in GB/T 28202, GB/T 29115, GB/T 31106, GB/T 31107, GB/T 33761 and GBZ 2.1 apply.

4 Assessment requirements

4.1 Basic requirements

4.1.1 Manufacturer

4.1.1.1 The pollutant discharge status of the manufacturer shall meet the relevant laws and regulations on environmental protection and the requirements of national or local pollutant discharge standards and the manufacturer shall be free from major or above safety accidents or environmental pollution events in the past three years.

4.1.1.2 The total pollutant emission control of the manufacturer shall meet the national and local total pollutant emission control indicator.

4.1.1.3 The manufacturer shall establish, implement, maintain and continuously improve an environmental management system, a quality management system, an energy management system and an occupational health and safety management system according to GB/T 24001, GB/T 19001, GB/T 23331 and GB/T 45001 respectively for management.

4.1.1.4 The manufacturer shall carry out the work related to the product green design, continue to improve the green design of products in terms of resources, energy, environment, quality, low carbon, etc., throughout their life cycle to achieve the goals of reduction, reuse and resource utilization, and provide a self-evaluation report.

4.1.1.5 The manufacturer shall adopt advanced technologies and processes encouraged by the State other than technologies, technological equipment and related substances that have been eliminated or banned by the State or relevant departments. The manufacturer shall regularly provide employees with education and training on knowledge related to green manufacturing, disseminate the concept and knowledge of green manufacturing, and evaluate the results of education and training.

4.1.1.6 The manufacturer shall make requirements for and evaluate the environment, safety and health management and the quality of suppliers/subcontractors/contractors, and shall requires them to provide an environmental content report.
