Foreword

This Document was drafted as per the rules specified in GB/T 1.1-2020 Directives for Standardization - Part 1: Rules for the Structure and Drafting of Standardizing Documents. This Document replaced GB/T 33761-2017 General Principles for Green Product Assessment. Compared with GB/T 33761-2017, the major technical changes of this Document are as follows besides the structural adjustments and editorial modifications:

a) Change the scope (see Clause 1 of this Edition; Clause 1 of the 2017 Edition);

b) Change the definition of "green product" (see

3.1 of this Edition;

3.1 of the 2017 Edition);

c) Delete the term and definition of "benchmark value of evaluation indicator" (see

3.2 of the 2017 Edition);

d) Change "determination of evaluation object" and provisions (see

4.1 of this Edition;

4.1 of the 2017 Edition);

e) Change "selection of evaluation index" (see

4.2 of this Edition;

1 Scope

GB/T 33761-2024 sets the general principles for green product assessment in China. Dozens of product-specific green assessment standards now exist, each with its own indicators, and without a common frame they cannot be compared and the label means something different in each sector; this standard is the frame beneath them and is addressed as much to the people writing those standards as to the people applying them. It sets the basic principles - determining the assessment object, selecting the indicators and classifying them - then the indicators themselves, comprising the indicator system, the basic requirements, the assessment indicator requirements, the encouraging requirements and the testing and calculation methods, the assessment methods, and the content framework that a green product assessment standard must follow. It took effect on 28 November 2024.

This Document stipulates the basic principles of green product evaluation, evaluation indicators, evaluation methods and content framework of green product evaluation standards. This Document is applicable to the formulation and revision of green product evaluation standards and guides the design, development and evaluation of green products.

3 Terms and Definitions

For the purposes of this Document, the following terms and definitions apply.

3.1 Green product During the life cycle, the products that meet the environmental protection requirements, are harmless or less harmful to the ecological environment and human health, consuming less resources and energy, having low carbon emissions and high quality.

4 Basic Principle

4.1 Determination of evaluation object Refer to GB/T 7635.1; and classify products with similar green and low-carbon characteristic indicators as evaluation objects.

5 Evaluation Indicators

5.1 Indicator system The indicator system includes basic requirements, evaluation indicators and encouraging requirements:

--- Basic requirements include requirements in energy-saving and environmental protection laws and regulations, process technology, management system and related product standards that shall be met;

--- Evaluation indicators include five Level-1 indicators: resource attribute indicators, energy attribute indicators, environmental attribute indicators, quality attribute indicators and low-carbon attribute indicators. Level-2 indicators are set under the Level-1 indicators;

--- Other requirements that encourage production enterprises to meet.

5.2 Basic requirements The basic requirements that manufacturers and products meet include but are not limited to:

--- The pollutant emission status of manufacturers shall comply with relevant environmental protection laws and regulations, and meet the requirements of national and local pollutant emission standards; and have no major or above safety accidents and major or above environmental pollution incidents in the past three years;

--- The total amount of pollutants controlled by manufacturers shall comply with national and local pollutant emission total amount control indicators;

--- The management of manufacturers shall establish and operate quality management systems, environmental management systems and/or energy management systems in accordance with GB/T 19001, GB/T 24001 and/or GB/T 23331;

--- The product quality level shall meet the requirements of relevant national standards or industry standards for products.
