GB/Z 43475-2023 is the English-translated version of 区域生态文明建设指南.

This document gives guidance on building ecological civilization at the local level: the areas a region has to work on, the indicators by which its progress is judged, and how the work is organised across the departments involved. Ecological civilization is written into the Chinese constitution and is the frame through which every environmental policy is justified. What a province or a county has to actually do about it has been much less clear, and this is the document that turns the phrase into a programme with measurable parts. At 24 500 words it is one of the most substantial in the series. Issued on 28 December 2023 by SAMR and SAC as a guiding technical document, in force from 1 April 2024. For anyone reading Chinese environmental policy from outside, it is the plainest statement of what the term means operationally.
