Foreword

This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for standardization work Part

1.Structure and drafting rules for standardization documents" Drafting is required. This document replaces GB/T 12723-2013 "General Rules for the Preparation of Energy Consumption Limits per Unit of Product" and is consistent with GB/T 12723-2013. In addition to structural adjustments and editorial changes, the main technical changes are as follows: The term and definition of "advanced value of energy consumption per unit product" (see

3.3 of the.2013 edition) have been deleted;

a) Added the term and definition of "carbon emission limit per unit product" (see 3.4);

b) The main contents of energy consumption limit standards have been changed (see 4.1,

4.1 of the.2013 edition);

c) Deleted the mandatory content of the clause (see

4.2 of the.2013 edition);

d) Deleted the relevant content of energy-saving measures (see

5.2.6 of the.2013 edition);

e) Added relevant content on carbon emission accounting (see 5.2);

f) The expression of the value selection principle of energy consumption limit level has been changed, and the value selection ratio has been clarified (see 6.3, 6.3, 6.4, and

6.5 of the.2013 edition);

g) Added the value selection principle of carbon emission limit level (see 6.4).

1 Scope

GB/T 12723-2024 is the Chinese national standard on general principles for establishing allowance of energy consumption per unit throughput, in the field of energy and heat transfer engineering. The /T suffix marks it as a recommended standard: it is not compulsory by itself, but it becomes binding as soon as a contract, a tender or a customer specification calls it up - which in practice is how most foreign buyers meet it. It was issued on 29 September 2024 by the State Administration for Market Regulation; Standardization Administration of China, and has been in force since 29 September 2024. 3 Terms and definitions

The terms and definitions defined in GB/T 2589 and the following apply to this document.

3.1 allowance value of energy consumption per unit throughput The energy consumption allowed for an enterprise (device) to produce a unit of qualified product (or process or handle a unit of raw material).

Note. The unit product energy consumption limit includes the unit product energy consumption limit level, unit product energy consumption limit value, unit product energy consumption access value.

3.2 limit value of energy consumption per unit throughput The energy consumption allowed for an existing enterprise (installation) to produce a unit of qualified product (or process or handle a unit of raw material).

3.3 Access value of energy consumption per unit throughput The energy consumption allowed for a unit of qualified product produced by a newly built or expanded enterprise (installation) (or for processing or handling a unit of raw material).

3.4 Allowance value of carbon dioxide emission per unit throughput The amount of carbon dioxide that an enterprise (device) is allowed to emit when producing a unit of qualified product (or processing or handling a unit of raw material).

4 Contents of the energy consumption limit standard per unit product

4.1 In addition to the general contents that the standard should include, the energy consumption limit standard should mainly include the following contents. Terms and definitions.

a) The energy consumption limit level per unit product. In the case of raw material energy consumption, both the energy consumption of raw materials and that of not deducting raw material energy can be given. Two energy consumption limit levels are available.
