Scope
GB 21256-2025 is the English-translated version of 粗钢生产主要工序单位产品能源消耗限额.
GB 21256-2025 specifies the grades of energy consumption limit, the technical requirements, the statistical scope and the calculation methods for the energy consumption per unit product of the main processes of crude steel production, and applies to the calculation and evaluation of energy consumption in the sintering, pelletizing, blast furnace, basic oxygen furnace (BOF) and electric arc furnace (EAF) processes and to energy control in new-build and reconstruction projects.
Clause 4 sets three grades for each process in kgce/t, grade 1 being the most efficient: sintering 43/46/52, pelletizing 15/22/33, blast furnace 361/370/415 (burden grade 62%), BOF -30/-28/-12 (plain carbon steel, 12% scrap) and EAF on 100% scrap by furnace capacity (grade 1 <= 61; grade 3 <= 86 below 50 t and <= 72 from 50 t), with adjustments for rare earth ore, vanadium-titanium magnetite and laterite nickel ore, burden grade, scrap and hot metal ratio, stainless steel and high-quality steel grades.
Clause 5 requires existing enterprises to meet grade 3 as the limit value and new-build or reconstructed processes to meet grade 2 as the access value, and the document goes on to define the statistical scope and calculation methods.
It replaces GB 21256-2013 and GB 32050-2015, merging the EAF smelting norm into this standard, introducing the grades of energy consumption limit and deleting the former advanced values and energy-saving measures.

Foreword
This document is drafted in accordance with the rules given in GB/T 1.1-2020 "Directives for standardization - Part 1: Rules for the structure and drafting of standardizing documents".
This document replaces GB 21256-2013 "Norm of energy consumption per unit production of main individual-process of crude steel manufacturing process" and GB 32050-2015 "Norm of energy consumption per unit product of electric arc furnace smelting". Compared with GB 21256-2013 and GB 32050-2015, apart from structural adjustments and editorial changes, the main technical changes are as follows:
a) content on the energy consumption limit per unit product of the electric arc furnace process has been added (see 3.5, 4.5, 5.1.5, 5.2.5 and Clause 6);
b) grades of energy consumption limit have been added (see Clause 4);
c) the technical requirements have been changed, and the correspondence between the limit value, the access value and the grades of energy consumption limit has been made explicit (see Clause 5; Clause 4 of GB 21256-2013);
d) the advanced values of energy consumption per unit product of the main processes of crude steel production have been deleted (see 4.3 of GB 21256-2013);
e) the advanced values of the recovered quantity of the main energy of the main processes of crude steel production have been deleted (see 4.4 of GB 21256-2013);
f) the advanced limit values under the conversion coefficient of electricity at equivalent value have been deleted (see 4.5 of GB 21256-2013);
g) the energy-saving measures have been deleted (see Clause 6 of GB 21256-2013).
