1 Scope
This standard specifies the iron and steel industry with the kind of energy per unit of energy measurement range, with the principle of energy measurement apparatus and the basic requirements.

3 Terms and Definitions
GB 17167 OK and the following terms and definitions apply to this standard.
3.1
Iron and steel industry with independent legal person status of the unit and the ability to have an independent settlement units.
Hereinafter referred to as energy units.
3.2
Using units directly under the energy accounting unit, refers to the production plant, engineering, dimensional inspection, production and services.
Hereinafter referred to as secondary energy units.
3.3
