GB/T 45004-2024 is the English-translated version of 钢铁行业低碳企业评价指南.

GB/T 45004-2024 is the Chinese national standard covering how a steel maker is judged low-carbon rather than merely compliant — the index system built from indicators that must be comprehensive and mutually independent, the evaluation method and the procedure, the report and its worked example, and the carbon emission intensity per unit of product or output value over a stated reporting period, which keeps a growing mill from scoring worse than a shrinking one. First edition, under the China Iron and Steel Association. In force from 1 June 2025. Issued on 28 November 2024, it has been in force since 1 June 2025.

1 Scope

This document provides guidance for the evaluation of low-carbon enterprises in the steel industry, and gives the general principles, evaluation index system, and evaluation criteria for low-carbon enterprises.

Evaluation methods, evaluation procedures and contents of evaluation reports.

This document is applicable to the evaluation of low-carbon enterprises in the steel industry and can be used as a reference for other industries.

3 Terms and definitions

The following terms and definitions apply to this document.

3.1 Low-carbon enterprise

Enterprises that have been evaluated to meet the requirements of low-carbon related indicators.

Note. Low-carbon enterprises implement carbon emission management and carbon emission reduction technologies, and their carbon emission intensity or changes are evaluated to meet the requirements of relevant indicators.

3.2 Evaluation indicator system

A collection of indicators used to evaluate low-carbon enterprises.

Note. The evaluation index system for low-carbon enterprises consists of comprehensive and mutually independent evaluation indicators.

3.3 Intensity of carbon emission

The carbon dioxide emissions per unit product (output value) of an enterprise.

3.4 Reporting period

The time period (in years) used for the low-carbon enterprise evaluation.
