Scope
GB 21343-2023 is the English-translated version of 电石、乙酸乙烯酯、聚乙烯醇、1，4-丁二醇、双氰胺和单氰胺单位产品能源消耗限额.
GB 21343-2023 specifies the grades of energy consumption, the technical requirements, the statistical scope and the calculation methods for calcium carbide, vinyl acetate, polyvinyl alcohol, 1,4-butanediol, dicyandiamide and monocyandiamide products, and applies to the calculation and assessment of energy consumption in the enterprises producing them and to energy control of new-build, reconstructed and expanded installations.
Clause 4 sets three grades for each product, grade 1 being the lowest consumption: calcium carbide <= 805, <= 823 and <= 940 kgce/t with electric furnace power consumption of <= 3 000, <= 3 080 and <= 3 200 kW·h/t; vinyl acetate and polyvinyl alcohol by acetylene or ethylene route; 1,4-butanediol by alkynal, maleic anhydride or allyl alcohol route; dicyandiamide <= 230, <= 300 and <= 350 kgce/t; and 30% and 50% monocyandiamide.
Clause 5 requires existing enterprises to meet grade 3 as the limit value and new-build, reconstructed and expanded enterprises to meet grade 2 as the access value; Clause 6 defines the statistical scope of the production, auxiliary and ancillary systems for each product, with conversion to coal equivalent on measured calorific values or the reference coefficients of Annexes A and B. It replaces GB 21343-2015, GB 30528-2014, GB 30529-2014 and GB 31824-2015, adding the grades of energy consumption limit, revising the comprehensive energy consumption indicators and deleting the advanced values and the energy-saving management measures.

Foreword
This document is drafted in accordance with the rules given in GB/T 1.1-2020 "Directives for standardization - Part 1: Rules for the structure and drafting of standardizing documents".
This document replaces GB 21343-2015 "The norm of energy consumption per unit product of calcium carbide", GB 30528-2014 "The norm of energy consumption per unit product of polyvinyl alcohol", GB 30529-2014 "The norm of energy consumption per unit product of vinyl acetate" and GB 31824-2015 "The norm of energy consumption per unit product of 1,4-butanediol". Compared with GB 21343-2015, GB 30528-2014, GB 30529-2014 and GB 31824-2015, apart from structural adjustments and editorial changes, the main technical changes are as follows:
a) grades of energy consumption limit have been added (see Clause 4);
b) the limit indicators of comprehensive energy consumption per unit product of calcium carbide, vinyl acetate, polyvinyl alcohol and 1,4-butanediol have been changed (see Clause 5; Clause 4 of GB 21343-2015, Clause 4 of GB 30528-2014, Clause 4 of GB 30529-2014 and Clause 4 of GB 31824-2015);
c) the advanced values of energy consumption per unit product of calcium carbide, vinyl acetate, polyvinyl alcohol and 1,4-butanediol have been deleted (see Clause 4 of GB 21343-2015, Clause 4 of GB 30528-2014, Clause 4 of GB 30529-2014 and Clause 4 of GB 31824-2015);
d) the energy-saving management and measures have been deleted (see Clause 6 of GB 21343-2015, Clause 6 of GB 30528-2014, Clause 6 of GB 30529-2014 and Clause 6 of GB 31824-2015).
