GB 45247-2025 is the English-translated version of 燃气-蒸汽联合循环发电机组单位产品能源消耗限额.

GB 45247-2025 sets the energy consumption limits per unit product for gas-steam combined cycle power generating units of 100 MW capacity class and above, expressed as the net coal consumption rate in gce/(kW·h) and the heating coal consumption rate in kgce/GJ; it does not cover distributed gas-fired power generation projects.

Three limit grades are given for H, F and E class units (classified by turbine inlet temperature) and by capacity class: grade 3 is the limit value for in-service units and grade 2 the access value for the design of new, expanded and rebuilt units, with a 5 gce/(kW·h) allowance for air-cooled units.

For in-service units the net coal consumption limit is multiplied by correction factors for ambient temperature, fuel composition (carbon-to-hydrogen mass ratio and lower heating value), load factor, number of gas turbine start-ups, cooling method, incoming natural gas pressurisation and heat supply.

The document also defines the statistical scope and calculation methods, with reference to GB/T 2589, GB/T 12723 and DL/T 904. It is a first edition. Issued on 24 January 2025, in force from 1 August 2025.
