Scope
GB/T 32000-2024 is the English-translated version of 美丽宜居乡村建设指南.
GB/T 32000-2024 is the Chinese national standard covering the village that qualifies as beautiful and livable — the village plan, the infrastructure of roads, water supply, heating, housing and public lighting, the living environment of waste, sewage, rural toilets and village appearance, the public services from education and health care to elderly care and the protection of minors, the collective economy and villagers' income, and the long-term operation and maintenance without which what is built once falls into disrepair. It replaces GB/T 32000-2015, under the Ministry of Agriculture and Rural Affairs. In force from 1 March 2025. Issued on 28 November 2024, it has been in force since 1 March 2025, replacing GB/T 32000-2015.

Foreword
This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for standardization work Part 1: Structure and drafting rules for standardization documents" Drafting.
This document replaces GB/T 32000-2015 "Guidelines for Beautiful Countryside Construction". Compared with GB/T 32000-2015, in addition to structural adjustments and In addition to editorial changes, the main technical changes are as follows.
a) Part of the “General Principles” has been modified (see Chapter 4, Chapter 4 of the 2015 edition);
b) Modified some of the rules of “village planning” and integrated “planning principles” with “planning elements” (see Chapter 5, 2015 5.1 and 5.2 of the 2011 edition);
c) Deleted the requirements for "drinking water" (see 6.2.3 of the 2015 version) and "agricultural production facilities" (see 6.3 of the 2015 version); replaced "road" with "Bridges" was merged into "Road Traffic" (see 6.3, 6.2.1 and 6.2.2 of the 2015 edition); "Water Supply" (see 6.1), "Gas Supply" and " heating” (see 6.5), “rural housing” (see 6.6) and “public lighting” (see 6.7);
d) Change "ecological environment", "domestic waste treatment", "domestic sewage treatment" and "toilet renovation" to "human living environment" and "domestic waste" “Domestic sewage” and “Rural toilets” (see Chapter 7, 7.1 to 7.3, Chapter 7, 7.2.3.1, 7.2.3.2, 7.4.3 of the 2015 edition), and Some requirements have been changed; "village appearance improvement" has been changed to "village appearance" (see 7.4, 7.4 of the 2015 edition), and the content has been adjusted to "Rural water system", "village greening", "public space", "courtyard environment" (see 7.4.1~7.4.4), and added relevant requirements;
"Pollution prevention and control" was changed to "industrial and agricultural pollution" (see 7.5, 7.2 of the 2015 edition), and some requirements were changed; "environmental quality" was deleted.
“Quantity” (see 7.1 of the 2015 edition) and “Ecological Protection and Governance” (see 7.3 of the 2015 edition);
e) Change "public education", "health care" and "labor and employment" to "rural education", "health care" and "employment and entrepreneurship" (see 8.1, 8.3, 8.7, 9.2, 9.1, 9.5 of the 2015 edition), and changed some requirements; added "elderly care and assistance for the disabled" (see 8.5) and "minors "personnel protection" (see 8.6);
f) Added the requirements of “collective economy” (see 9.2) and “villagers’ income” (see 9.3); deleted the “basic requirements” (see the 2015 edition).
8.1), integrating "agriculture", "industry" and "service industry" into "industrial development" (see 9.1, 8.2.1~8.2.3 of the 2015 edition), and changing Some of the requirements;
g) Combine “rural civilization”, “grassroots organizations” and “long-term management” into “rural governance” (see Chapter 10, 2015 edition, Chapter 10.1 to Chapter 12), including the contents adjusted to "Village Organization" (see 10.1), "Village Affairs Management" (see 10.2), "Rural Civilization" (see 10.3) and “Long-term operation and maintenance” (see 10.4), and detailed the relevant requirements.
