Scope

GB/T 38837-2020 is the English-translated version of 农村三格式户厕运行维护规范.

GB/T 38837-2020 stipulates the basic requirements, use requirements, manure management, maintenance requirements, emergency treatment and management services for rural three-format household toilets, and clause 1 states that it applies to the operation and maintenance of those toilets.

The contents list nine clauses: Scope, Normative references, Terms and definitions, Basic requirements, Requirements for use, Manure management, Maintenance requirements, Emergency Response and Management services.

Clause 3 gives four definitions.

Nightsoil sewage is the mixture of faeces and urine excreted by the human body together with its flushing sewage; the three-compartment septic tank is a storage and harmless-treatment facility or equipment made of three pools connected in series, which removes and kills parasite eggs and other pathogens by sedimentation and anaerobic digestion in a closed environment and controls the breeding of mosquitoes and flies, with a note distinguishing integral tanks made in the factory from plastic, glass fibre reinforced plastic or similar materials from those built on site in brickwork, cast-in-place concrete or precast concrete; the rural three-format household toilet is made up of a toilet house, sanitary ware and a three-compartment septic tank and is used by rural households that treat toilet faeces harmlessly in such a tank, with a note separating toilet houses attached to or integrated with the dwelling from detached ones; and the harmless disposal of nightsoil sewage is the processing technology that reduces, removes or kills pathogens in the faeces, controls the breeding of mosquitoes and flies, prevents the spread of foul odour and brings the treatment products to a state fit for land treatment and agricultural resource use.

The first requirement in clause 4 is that the body responsible for operation and maintenance be specified, with villagers able to inspect and repair the household toilet and arrange the collection and transport of faeces either by self-maintenance or by entrusted maintenance.

Clause 2 cites GB 7959, GB 19379 and the Disinfection Technical Specification issued as Weifa Jianfa [2002] No. 282. The standard is proposed and managed by the Ministry of Agriculture and Rural Affairs of the People's Republic of China.

The draft on the source page breaks off inside 4.1, so clauses 5 to 9 are known only by their titles. It was issued on 2020-04-28 and has applied since 2020-04-28.
