3 Terms and Definitions
The following terms and definitions apply to this document.
3.1 Rural culture activity centre
Set in an administrative village, with village (resident) residents as the main service object, it integrates cultural propaganda, party member education, scientific popularization, legal education, sports and fitness.
It is a comprehensive public cultural facility and place that serves as one.
4 General principles
4.1 Reasonable planning
According to the development and distribution of rural population, combined with the level of local economic development and the stock and use of public cultural facilities, adhere to a balanced distribution The principles of placement, appropriate scale, economical application, and green sharing shall be adopted, and the layout shall be scientifically and rationally planned.
4.2 Coordinate resources
Coordinate rural-oriented public cultural service resources to achieve optimal allocation and efficient use of resources.
4.3 Promote civilization
