Scope
GB/T 41409-2022 is the English-translated version of 村级公共服务中心服务规范.
GB/T 41409-2022 is the Chinese national standard for the services of a village-level public service centre. It sets the service principles, the requirements on the staff, the service content and its requirements, and the management requirements.
It gives three principles: being people-oriented, that is respecting the wishes of the villagers and meeting their public service needs; convenience and efficiency, that is simplifying the steps and using modern technical means instead of putting work off or passing it on; and being fair and open, that is publishing the service content, procedures and fees and accepting public scrutiny.
Staffing is to follow chapter 6 of GB/T 38699-2020, and staff are to be presentable and to wear a badge on duty. It applies to running and managing those services. It was issued on 15 April 2022 and has applied since the same day.

1 Scope
This document specifies the service principles, service personnel requirements, service content and requirements, and management requirements of village-level public service centers.

3 Terms and Definitions
Terms and definitions defined in GB/T 38699-2020 apply to this document.
4 Service Principles
4.1 People-oriented
Fully respect the wishes of the village (resident) residents, safeguard the fundamental interests of the village (resident) residents, and continuously meet the public service needs of the village (resident) residents.
4.2 Convenience and efficiency
Optimize service measures, make full use of modern technical means to improve work efficiency and service level, and do not procrastinate or shirk the blame.
4.3 Fair and open
Actively disclose service content, procedures, fees and other information, and consciously accept social and public supervision.
5 Service Personnel Requirements
5.1 Staffing
Staffing should meet the requirements of Chapter 6 in GB/T 38699-2020.
5.2 Personnel Instrumentation
Clean appearance, pay attention to hygiene, dignified and generous, and should wear a certificate to work.
