GB/T 15776-2023 is the English-translated version of 造林技术规程.
China's national technical code for afforestation - the rules by which a forest is planned, planted and brought to the point where it can be called established. It sets out the afforestation procedure and specifies the design of afforestation operations, the afforestation regions, the choice of species, the seeds and seedlings, the planting density, the planting methods, the tending and protection of young stands, reforestation after felling, tree planting along roads, rivers, canals and around villages and houses, the protection of the site, the assessment of afforestation quality and effectiveness, the plans to be produced and the records to be kept - and it describes the corresponding assessment methods. It applies to artificial afforestation, to reforestation and to the four-sides tree planting practised nationwide. Afforestation is a public programme carried out at enormous scale, and the failure mode it has to guard against is a plantation that is counted as complete and is dead three years later. Almost every rule in the document exists to prevent that. The regional division exists because a species that succeeds in one climatic zone fails in another. The seed and seedling requirements exist because the commonest cause of failure is planting material that was already compromised when it arrived. The density rules exist because a stand planted too dense stagnates and one planted too thin never closes canopy. The tending rules cover the years between planting and canopy closure, which is when a plantation is actually lost - to weeds, to browsing, to drought, to fire. And the assessment rules define survival and preservation rates measured at defined intervals, which is what turns a claim that afforestation was carried out into a fact that can be checked on the ground. Issued and in force since 23 May 2023, it replaces GB/T 15776-2016.
