Technical regulations for restoration of degraded forests
1 Scope
This document establishes the general principles and procedures for the restoration of degraded forests, and stipulates the identification of degraded forests, classification of degradation levels, selection of restoration measures, and operation design.
Requirements for design document preparation, restoration work construction, quality evaluation and file management.
This document is applicable to the restoration of degraded timber forests and protective forests, and other forest types shall be implemented accordingly.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Degraded forest
Affected by human interference or natural disasters, the forest structure has undergone adverse changes, and the service function or sustainability of forest ecosystem productivity has been significantly reduced.
The forest area has declined significantly and it is difficult to recover in the short term relying on natural forces.
3.2 Activity or process
By taking scientific human measures, we can improve the structure of degraded forests, enhance forest quality, restore forest functions, and promote positive forest succession.
3.3 Target forest
The healthy, stable, high-quality and efficient forest characteristics are determined based on zonal climax forest communities or in accordance with specific cultivation objectives.
Note. It is usually described by indicators such as tree species composition, community structure and stock volume.
3.4
According to the forest development stage, systematic restoration measures are designed for the entire process from the current state of degraded forest to the target forest phase.
3.5
After the forest closes, the trees compete with each other for mutual benefit and enter a developmental stage in which the tree height grows rapidly.
