Scope
GB/T 15163-2018 is the English-translated version of 封山（沙）育林技术规程.
GB/T 15163-2018 is the Chinese national technical regulation for restoring forest and shrub cover on hills and sandy land by closing them off, supported where needed by assisted planting.
It defines the objects that can be closed, from sparse woodland and failed plantations to shrubland and forests with natural regeneration, and the full, half and rotational closure types.
It sets how the closure goal, method and number of closure years are determined, the fencing and protection measures, and how the closure operation is designed.
It also covers the survey and evaluation of closure quality and effectiveness, file management and the forms used for sub-compartment surveys and area statistics.
Forestry planners and managers use it for such projects. It replaces GB/T 15163-2004, was issued on 28 December 2018 and has applied since 28 December 2018.

Foreword
This standard was drafted in accordance with the rules given in GB/T 1.1-2009.
This standard replaces GB/T 15163-2004 "Filling (sha) forestry technical regulations. This standard is compared with GB/T 15163-2004 The technical changes are as follows.
--- Increased the enclosure area (see Chapter 8);
--- Revised the general rules (see Chapter 4, Chapter 4 of the 2004 edition);
---Modified the object of enclosure (forest type) (see Chapter 5, Chapter 6, Chapter 6 of the 2004 edition);
--- Revised the standard of closure effectiveness (see 11.2, 11.3.3 of the 2004 edition);
---Modified the closure operation (see Chapter 9, Chapter 10 of the 2004 edition);
--- Revised the age of closure (see Chapter 8, Chapter 8 of the 2004 edition);
--- Deleted the Yilin land in the closed object (see 3.1.1, 5.1 of the 2004 edition), and in the seal (see 3.2.1 of the 2004 edition), Seal (see 3.2.2 of the 2004 edition), sequel (see 3.2.3 of the 2004 edition), and planning of the enclosure (see 9.1 of the 2004 edition).
1 Scope
This standard stipulates the objects, types, methods and years of closure of the hillside (sand) afforestation, as well as the design and closure of the hillside (sand) afforestation operation. Technical requirements for industry, enclosure effectiveness survey evaluation and file management.
This standard applies to Fengshan (sand) afforestation.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Fengshan (sand) afforestation
For sloping forests, lands, afforestation failures, shrubbery, and arbor forests and bamboo forests with natural undergrowth or sprouting ability, through ban or Supplemented by artificially assisted afforestation measures to protect and promote the natural growth and development of young seedlings and trees, thereby restoring the formation of forests or shrubs, or A technical measure of high forest quality.
3.2 Closed area
Forest land that is geographically continuous and implements enclosure measures.
3.3 Fence years
The number of years required to reach the standard of adherence or the standard of effective enclosure.
3.4 Fully sealed
During the period of closure, it is forbidden to block all human activities except for the implementation of the forestry measures.
3.5 Half seal
During the period of enclosure, the forest is fully enclosed during the main growing season, and in other seasons, the enclosure of production and management activities can be designed according to the operation.
3.6 Shifted closure
During the period of closure, according to the specific conditions of the closure area, the enclosed area will be divided into sections, and the whole or semi-closed enclosure will be implemented in turn.
