China's national standard for forest carbon sink certification. A forest carbon sink is the net removal of carbon dioxide from the atmosphere by growing trees, and certifying it turns that into a tradable credit. What makes certification difficult is that the credit is a claim about a counterfactual: how much carbon this forest holds compared with how much it would have held had the project not happened. Every serious question about carbon credits attaches to that comparison - whether the baseline was set honestly, whether the growth was additional or would have occurred anyway, whether the storage is permanent when a forest can burn or be felled, and whether protecting one area simply displaces logging to another. A certification standard has to address all of them, along with the measurement itself, which rests on the biomass models and parameters that its companion standard supplies.

As the main body of terrestrial ecosystems, forests are the largest carbon pool in terrestrial ecosystems. Forest management and administration activities directly affect Carbon sink services of forest ecosystems. Consolidating and improving the carbon sequestration and sink capacity of forest ecosystems will help mitigate climate change and achieve the dual carbon goals. It plays an important role in helping management units to clearly calculate and declare the ecosystem services that their forest resources can provide under sustainable management conditions. This document is specially formulated for carbon sink services. The results of forest carbon sink certification serve as a third-party proof of the forest carbon sink services provided by the management unit and can be used for the following purposes.
a) Business units publicize their contribution to addressing global climate change;

c) Realization of the value of ecological products, such as the supporting basis for ecological compensation, carbon sink trading, green finance and insurance. 3 Terms and definitions
The terms and definitions defined in GB/T 28951 and the following apply to this document.
