1 Scope
This document establishes the procedures for the protection and restoration of mangrove ecosystems, clarifies the distribution areas and project types, and stipulates the operation design, tree species selection, and Technical requirements for mangrove selection and seedling preparation, mangrove afforestation, mangrove restoration, mangrove protection, management, project acceptance and file management.
This document applies to the ecological protection and restoration of mangroves.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 mangrove
A woody plant community that grows in the intertidal zones of tropical and subtropical coasts and is periodically flooded by tides.
3.2 mangrove afforestation
In areas suitable for the growth of mangroves, such as coastal tidal flats and aquaculture ponds, the area of mangroves should be increased through artificial creation or habitat transformation.
The process of structural improvement.
3.3 Degraded mangrove
Mangroves have declined due to natural disasters, excessive human interference, and threats from harmful organisms, resulting in large-scale plant death or stunted growth.
Mangroves with poor quality, single plant community composition or degraded structure, reduced biodiversity or ecological functions, and difficult to recover naturally.
3.4 Exotic fast-growing mangrove
Pure forests and mixed forests composed of exotic fast-growing mangrove plants.
3.5 Harmful organism of mangrove
Plants, insects and marine life that cause serious damage to mangroves.
3.6 mangrove restoration
The process of restoring and transforming the community structure of degraded mangroves and alien fast-growing mangroves.
