Foreword

All technical contents in this Standard are compulsory. This Standard is implemented from June 1, 2016, and the transitional period will last for 2 years. Namely, the products produced before June 1, 2016 and meeting the requirements in relevant standards are permitted to be sold on the market until May 31, 2018. 1 Scope

China's mandatory safety code for the textile products worn or used by infants and children, and the document a foreign brand has to satisfy before its childrenswear can be sold in China - the whole of its technical content is compulsory. It sets the safety technical requirements, the test methods and the inspection rules, and it applies to infant and children textile products sold on the Chinese market; plush toys, fabric handicrafts, single-use sanitary products, bags, cases, knapsacks, umbrellas, carpets and professional sportswear fall outside it. Products are sorted into three safety classes: goods for infants, meaning children of 36 months or under, must meet class A; children's goods in direct contact with the skin must meet at least class B; those not in direct contact must meet at least class C. Everything must first satisfy GB 18401, and the finished article must then satisfy the additional requirements on fabric, filler, attached components and construction. Down and feather fillers must also meet the microbiological indices of GB/T 17685; sharp objects such as metal needles must be neither used in nor left in the packaging; and a permanent label sewn into close-fitting infantwear must sit where it does not touch the skin. The label must state the number of this standard and, for children's goods, the class - GB 31701 class A, B or C, one class per product. A normative annex gives the test for the stretching resistance of attached components, checking whether a component pulls free or works loose under a fixed load, with a washing test for components of 3 mm or less that cannot be gripped. Issued on 26 May 2015 and in force from 1 June 2016, with a two-year transition that ran to 31 May 2018, it is a first edition drafted under SAC/TC 209 and SAC/TC 219.

This Standard specifies the safety technical requirements, test methods and inspection rules for infants and children textile products. This Standard is applicable to the infants and children textile products sold in China.

Note. Those products such as fabric plush toys, fabric handicraft, single-use sanitary products, bags, suitcases, handbags, knapsacks, umbrellas, carpets and professional sport-wear are not covered by this Standard.

3 Terms and Definitions

For the purpose of this document, the following terms and definitions apply.

3.1 Textile products The products with natural fiber and chemical fiber as principal raw materials and made by spinning, weaving, dying and other processing techniques or then be sewed and composited, etc., such as yarn, fabric and their finished products. [Definition

5 Test methods

5.1 The colour fastness to wet crocking is determined according to GB/T 3920.

5.2 The total lead and total cadmium in heavy metal are determined according to GB/T 30157.

5.3 The phthalates content is determined according to GB/T 20388.

5.4 The combustion performance is determined according to GB/T 14644.

5.5 The stretching resistance of attached components is determined according to Appendix A.

5.6 The keenness of the sharp points and edges of attached components is measured according to GB/T 31702.

5.7 The length of drawstrings, cords and rope loops are measured with steel ruler or steel tape when stretching in natural state, record to 1mm.

6 Inspection Rules

6.1 Randomly take representative samples from each batch of products according to variety; take one sample from each variety according to different colours; the size and quantity of sample shall conform to the test requirements.

6.2 Place the extracted sample in seal without any treatment.
