Scope
GB 12978-2003 is the English-translated version of 消防电子产品检验规则.
GB 12978-2003 sets the rules applied by quality supervision and inspection bodies when inspecting fire electronic products: the classification of inspections, sampling, model designation, derivative products, technical documents, design change control, sample identification and receipt, and the procedures for type, commissioned, supervision, scientific and technological appraisal and arbitration inspections.
It defines the five inspection categories, requires sampling to GB/T 10111, limits the permitted differences between main and derivative products for detectors and alarms, control equipment, emergency luminaires and signs, and lists the technical documents to be submitted, including drawings to GB/T 14689 and 125 mm × 88 mm product photographs.
For type inspection it lays down acceptance, document review, inspection of all items, retest limits (no item retested more than 2 times, at most 4 cumulative retests where the product standard has 15 items or more and 3 where it has fewer, corrective work within 6 months), conformity criteria, reports and sample disposal; supervision results are assessed by the method of normative Annex A. It replaces GB 12978-1991, extending the scope, revising the basic provisions for four inspection categories, adding appraisal inspection and requirements for derivative products, technical documents and design change control; chapters 1 to 3 are recommended and the rest is mandatory.

Foreword
Chapters 1, 2 and 3 of this standard are recommended; the rest is mandatory.
This standard replaces GB 12978-1991 Rules for the inspection of fire alarm equipment. Compared with GB 12978-1991, the main changes in this standard are as follows:
- the scope of application of the standard has been extended;
- the basic provisions for the four inspection categories of commissioned inspection, type inspection, supervision inspection and arbitration inspection have been revised;
- inspection for the appraisal of scientific and technological achievements has been added;
- requirements for derivative products, product technical documents and the control of design changes have been added;
- the structure and drafting rules of the revised standard comply with the requirements of GB/T 1.1-2000.
Annex A of this standard is normative.
