GB/T 31356-2014 is the English-translated version of 商品煤质量评价与控制技术指南.
China's national technical guide to the quality evaluation and control of commercial coal. It specifies the related terms and definitions, the quality evaluation, the quality control indexes and their control values, the test methods, the marking, the quality inspection and circulation requirements, and the technical requirements for quality evaluation and control in trade contracts. It applies to the production, processing, storage, transport, sale, import and use of commercial coal, and it does not apply to coal used at the mine mouth or to low calorific value coal used in coal-fired power plants at the mine. It was written to implement the State Council's Action Plan for the Prevention and Control of Air Pollution: to establish a sound quality evaluation mechanism for commercial coal, strengthen quality management across the whole chain, improve the quality of coal reaching the end user, promote the efficient and clean use of coal, and improve environmental quality. That policy origin explains the document's shape. Coal is a heterogeneous natural material whose composition varies within a single seam, and the properties that matter environmentally - sulfur, ash, mercury, arsenic, chlorine, fluoride, phosphorus - are not the properties a buyer traditionally paid for, which were calorific value and moisture. Setting control values for the pollutant-forming constituents of commercial coal, and requiring them to be evaluated and declared through the chain, is what connects an air quality policy to a coal purchase contract. The test methods are drawn from the existing GB/T coal analysis series, which is what makes the control values verifiable rather than aspirational. Issued on 31 December 2014 and in force since 1 January 2015.

This standard applies to the production, processing, storage, transportation, sale, importation, use and other aspects of commercial coal. This standard does not apply to self-pit coal and coal of low calorific value coal plants.
