GB 34169-2017 is the English-translated version of 商品煤质量 民用散煤.
National mandatory standard governing civil bulk coal - unprocessed coal sold for household cooking and heating. It sets the terms and definitions, the permitted raw materials, the product grades, the quality limits with their corresponding test methods, the inspection rules, and the requirements for marking, transport and storage. Four grades are defined across anthracite and bituminous coal, each capped on volatile matter, sulfur, ash, fines content and five trace pollutants - phosphorus, chlorine, arsenic, mercury and fluorine - reflecting China's push to cut household coal emissions. Lignite, coal slime and other low-grade fuels are explicitly barred as feedstock. Issued 7 September 2017 and in force since 1 January 2018, it applies across production, processing, storage, transport, sale and use of civil bulk coal, and sits alongside GB 34170-2017, which covers the briquette form of the same fuel.

4 Raw material requirements
The permitted feedstocks are anthracite, bituminous coal and semi-coke.
Lignite, coal slime and other low-grade coals are expressly forbidden as feedstock.
5 Product classification
Four product grades are defined: anthracite No. 1, anthracite No. 2, bituminous coal No. 1 and bituminous coal No. 2.
6 Requirements and test methods
Table 1 caps nine parameters for each grade: volatile matter Vdaf, total sulfur St,d, ash Ad, pulverized coal content below 0.5 mm, phosphorus Pd, chlorine Cld, arsenic Asd, mercury Hgd and fluorine Fd.
Each parameter is tied to a specific test method among the normative references. Three of the nine admit an alternative method; where the two disagree, the primary method prevails.
7 Inspection rules
Inspection is by lot, a lot being the daily production or the daily sale.
The factory inspection covers three of the nine parameters; the type test covers all nine. Five circumstances trigger the type test.
