Foreword

This document has been drafted in accordance with the rules given in GB/T 1.1-2020 Directives for standardization - Part 1: Rules for the structure and drafting of standardizing documents.

This document replaces GB 30871-2014 Safety specifications of special work in chemical production units. Compared with GB 30871-2014, apart from structural adjustments and editorial changes, the main technical changes are as follows:

- the scope of application has been changed from "This standard applies to hot work, confined space entry, blinding-pipeline operation with stop plate, work at height, lifting work, temporary electricity work, excavation work and road breaking work involved in the maintenance of equipment in chemical production units" to "This document applies to enterprises producing and dealing in (with storage) hazardous chemicals, and to chemical and pharmaceutical enterprises (hereinafter referred to as "hazardous chemicals enterprises")" (see Clause 1; Clause 1 of the 2014 edition);

- "flammable and explosive locations" has been changed to "fire and explosive area" (see 3.2; 3.3 of the 2014 edition);

- the category of hot work has been changed, and sandblasting operations in a fire-prohibited area have been brought within the definition of hot work (see 3.4; 3.2 of the 2014 edition);

- the terms and definitions "work at height at abnormal temperature" and "live work at height" have been deleted (see 3.10 and 3.11 of the 2014 edition);

- content on the safety briefing before work has been added (see 4.4);

- the duties of the supervisor have been added, and it has been specified that supervisors shall be trained, examined and certified before taking up their post (see 4.10);

- the term and definition "fixed hot work area" and the management requirements for it have been added (see 3.3 and 5.5);

- the management of safety work permits has been strengthened, and some recommended requirements in the annex have been upgraded to mandatory clauses (see 4.15, 4.16 and 4.17);

- the names of the hot work grades have been changed, the hot work grades being revised from "special, first grade, second grade" to "special grade, first grade, second grade", and a requirement has been introduced that hot work at night shall also be managed at a higher grade (see 5.1.1; 5.1.1 of the 2014 edition);

- the classification of special grade hot work has been changed: "hot work carried out on production plant equipment, pipelines, storage tanks, vessels and similar parts that are in operation in a fire and explosive area (including hot work under pressure without displacement); hot work within the fire dikes of major hazard installation tank farms containing flammable and explosive media" is now classified as special grade hot work (see 5.1.2; 5.1.4 of the 2014 edition); the safety measures to be taken in hot work have been changed [see 5.2.2, 5.2.4, 5.3.1 b) and 5.4.2; 5.2.3, 5.2.7 and 5.3 of the 2014 edition]; and a requirement has been added that video of the whole work process shall be recorded for special grade hot work (see 5.2.11);

- safety requirements have been added for special work carried out in environments with combustible or explosive dust (see 5.2.9 and 5.2.16);

- safety management requirements have been added for the use of acetylene cylinders (see 5.2.13);

- a requirement has been added that gas concentrations shall be continuously monitored during special grade hot work and work in confined spaces [see 5.3.1 d) and 6.5];

- safety requirements have been added for work in confined spaces in oxygen-depleted environments (see 6.2);

- the requirements for wearing personal protective equipment during work in confined spaces and the special requirements for supervisors have been changed (see 6.6, 6.8 and 7.9; 6.5, 6.7 and 6.8 of the 2014 edition);

- a requirement has been added that one blind plate safety work permit may cover the insertion (removal) of only one blind plate (see 7.11);

- a requirement has been added that a work at height safety work permit is valid for 7 days (see 8.2.11);

- a requirement has been added that, where the excavation depth of excavation work exceeds 1.2 m and certain hazardous materials may accumulate, the relevant provisions for confined space entry shall be applied (see 11.10);

- some requirements of the various safety work permits in the annex have been changed, and the columns "work application time" and "work implementation time" have been added (see Annex A; Annex A of the 2014 edition).
