NB/T 10096-2018 is the English-translated version of 电力建设工程施工安全管理导则.
NB/T 10096-2018 sets out how construction safety is managed on power construction projects in China - thermal, hydropower and nuclear plants (excluding the nuclear island), wind and solar farms, and transmission and substation works. It is an organisational standard rather than a technical one: it does not tell a crew how to erect a boiler, it tells the owner, the contractor and the supervisor how the safety of that work must be organised, assigned, checked and recorded. It gives the scope, the normative references and a full set of defined terms, then the basic requirements on the safety management system and the principle that responsibility follows the organisational chain. The standard then works through the system element by element: the safety management organisation and the duties of each post, the safety responsibility system and its assessment, safety objectives and planning, the rules and procedures the project must maintain, the safety cost budget and its use, the qualification and training of personnel including special trades, subcontractor management, the identification and control of hazards and major hazard sources, the management of plant and equipment, safety technical measures and method statements for dangerous work, occupational health, fire and traffic safety on site, emergency planning and drills, accident reporting and investigation, and the safety inspection and continuous improvement cycle. It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.

1 Scope
NB/T 10096-2018 sets out how construction safety is managed on power construction projects in China - thermal, hydropower and nuclear plants (excluding the nuclear island), wind and solar farms, and transmission and substation works. The power construction projects referred to in this standard are power generation construction projects such as thermal power, hydropower, nuclear power (excluding the nuclear island), wind power and solar power generation, and power grid construction projects such as power transmission and transformation.
This standard is applicable to guiding the safety management of construction activities such as new construction, expansion, reconstruction and demolition of power construction projects. The construction safety management of civil building projects such as power supply stations, business halls and office buildings may be implemented with reference to this standard. Other supporting construction projects approved and built simultaneously, such as railway, transportation and water conservancy works, shall comply with the relevant national laws, regulations and departmental rules of the respective specialties.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1 contractors: units that directly participate in the construction of a project and bear specific legal responsibilities for it, mainly including the project owner, EPC general contractor, survey and design unit, construction contractor and supervision unit of a power construction project. In this guideline, the project owner, EPC general contractor, survey and design, construction and supervision units refer to the project departments dispatched by the enterprises to the site. EPC general contracting refers to contracting, as agreed in the EPC contract, the whole process or several stages of a project, such as survey, design, procurement, construction and trial operation (completion acceptance).
3.2 safety production target management: the process of determining, on the basis of an analysis of the external environment and internal conditions, the targets to be achieved in work safety, and taking measures to strive to achieve those targets.
3.3 system of responsibility in safe production: a system, established in accordance with work safety laws and regulations and the policy of 'safety first, prevention foremost, comprehensive management', under which leaders at all levels, functional departments and personnel in all positions are responsible for work safety in the course of labor and production. The work safety responsibility system shall specify the responsibilities, scope and assessment criteria of the personnel in each position.
3.4 safety facilities and occupational-disease-prevention facilities at the same time ('three simultaneities'): the safety facilities and occupational disease prevention facilities of a construction project must be designed, constructed and put into production and use at the same time as the main works.
3.5 safe production cost: funds extracted according to prescribed standards, listed in the project construction cost and used exclusively for improving and upgrading the work safety conditions of the construction project.
3.6 dangerous sub-projects: sub-divisional and sub-item works of a construction project which, during construction, may lead to mass deaths and injuries of operating personnel or cause major economic losses.
3.7 special scheme of safety of construction project: a safety technical measure document prepared by the construction contractor, on the basis of the construction organization design, for complex natural conditions, complex structures, works of high technical difficulty and sub-projects with relatively high danger.
3.8 confined spaces: facilities, equipment and places that are closed or partially closed, relatively isolated from the outside, with narrow entrances and exits and poor natural ventilation, where toxic and harmful or flammable and explosive substances may easily accumulate or where oxygen content may be insufficient.
3.9 dangerous goods: articles, such as flammable and explosive articles, hazardous chemicals and radioactive articles, that can endanger personal safety and the safety of property.
3.10 risk: the combination of the likelihood of occurrence of a hazardous event or harmful exposure and the severity of the personal injury or damage to health that may result from it.
3.11 security risk assessment: the process of analyzing safety risks by qualitative or quantitative statistical analysis methods, determining their severity, considering the adequacy and reliability of existing control measures, and determining whether the risk is acceptable.
3.12 security risk management: determining, on the basis of the results of safety risk assessment, the priority of safety risk control and the safety risk control measures, so as to improve the work safety environment and to reduce and eliminate work safety accidents.
3.13 working environment: the places where employees carry out production and business activities and the associated places, together with all natural and man-made factors affecting the safety, health and working ability of employees and the safe operation of equipment (facilities).
3.14 source of danger: the root cause, state or behavior, or a combination thereof, that may cause personal injury and/or damage to health. A major hazard source is a unit (including places and facilities) in which dangerous goods are produced, handled, used or stored on a long-term or temporary basis and the quantity of dangerous goods equals or exceeds the critical quantity.
3.15 production safety accident hidden danger: an unsafe condition of objects, unsafe act of persons or management defect that violates the provisions of work safety laws, regulations, rules, standards, codes of practice and management systems, or that exists in production and business activities owing to other factors, and that may lead to an accident. Accident hidden dangers are divided into general accident hidden dangers and major accident hidden dangers. A general accident hidden danger is one with minor harm and low difficulty of rectification that can be rectified and eliminated immediately upon discovery. A major accident hidden danger is one with serious harm and high difficulty of rectification that requires full or partial suspension of production or business and can be eliminated only after rectification over a certain period, or one that the production and business unit itself has difficulty eliminating owing to external factors.
3.16 occupational health management: the identification, assessment, prediction and control of occupational hazard factors generated or existing in the workplace and of the health damage they cause, with the aim of preventing and protecting workers from health effects and risks caused by occupational hazard factors, adapting work to workers, and promoting and safeguarding the physical and mental health and social welfare of workers in occupational activities.
3.17 contingency plan: a work plan for prior prevention and subsequent response, prepared in advance in order to effectively prevent and control the occurrence of public emergencies, or to take effective response measures after a public emergency occurs, prevent the escalation of the situation and of adverse impacts, and minimize loss of life and property. Emergency plans are divided into comprehensive emergency plans, special emergency plans and on-site response plans.
3.18 safety facilities: the general term for equipment, facilities, devices, structures (buildings) and other technical measures used in construction activities to prevent and reduce work safety accidents.
3.19 interested target: individuals and units inside and outside the construction site that are related to, or affected by, the work safety performance of the construction project.
4 Basic requirements
4.1 The participating units of a power construction project shall implement their principal responsibility for work safety, establish a work safety responsibility system, establish and improve the work safety assurance system and supervision system, improve safety management rules and regulations, ensure investment in work safety, strengthen safety education and training, promote work safety standardization, and raise the level of construction safety management by relying on scientific management and technological progress.
4.2 The survey and design, construction and supervision units of a power construction project shall hold power engineering qualifications, a qualification grade appropriate to the project undertaken, and the corresponding administrative licenses. Where EPC general contracting is adopted, the EPC general contractor shall hold engineering design or construction qualifications appropriate to the scale of the power project.
4.3 The principal person in charge of each participating unit of a power construction project is the first person responsible for work safety of the unit's project and is fully responsible for work safety. The principal person in charge and the safety management personnel shall receive special safety education and training and obtain a certificate of passing the safety assessment.
