Foreword

This document was drafted in accordance with the provisions of GB/T 1.1-2020

"Directives for standardization - Part 1.Rules for the structure and drafting of

standardizing documents".

This document replaces GB/T 9445-2015 "Non-destructive testing - Qualification and

certification of personnels". Compared with GB/T 9445-2015, in addition to structural

adjustments and editorial changes, the main technical changes are as follows.

a) ADD the terms and definitions of applicants, certification cycle, certification

process, certification requirements, competence, examination, examination

elements, higher education, non-destructive testing personnel, psychological

process, referees, structured credit system, structured experience program, work

activities (see 3.1, 3.7, 3.8, 3.9, 3.10, 3.12, 3.14, 3.17, 3.26, 3.32, 3.35, 3.43, 3.44,

3.46). CHANGE the terms and definitions of basic examination elements, general

examination elements, main method examination elements, practical examination

elements, recertification, specimen (see 3.3, 3.16, 3.21, 3.31, 3.34, 3.41; 3.2, 3.10,

3.14, 3.22, 3.35, 3.30 of the 2015 edition);

b) ADD the requirements for independence, public certification schemes and

descriptions, examination center examinations, non-fixed location examinations,

certification, training institutions, authorized examiners, supervision,

confirmation of higher education experience, referees, structured credit system,

age of candidates [see 5.2.2b), d), i), j), l), o), q), r), s), t), u), v), w), x), y)].

CHANGE the requirements for training courses [see 5.2.2e); 5.2.2b of the 2015

edition)];

c) ADD the approval and supervision of authorized qualifying body and examination

centers [see 5.3f), h); 5.3.1 of the 2015 edition];

d) DELETE some requirements for examination centers [see 5.4.1f of the 2015

edition)];

e) DELETE the requirements for employers to participate in qualification appraisal

examinations (see 5.5.2 of the 2015 edition);

f) CHANGE the requirements for candidates to apply for examinations (see 5.6; 5.6

of the 2015 edition);

g) ADD the requirements for examiners (see 5.8);

h) ADD the requirements for referee (see 5.9);

i) CHANGE the responsibilities of level 3 personnel authorized by the employer (see

6.3.2; 6.3.2 of the 2015 edition);

j) ADD the use of distance learning, self-study or a combination of theoretical

learning (see 7.2.2);

k) CHANGE the minimum training requirements (see Table 2; Table 2 of the 2015

edition);

l) ADD the special technical training requirements for leak detection, magnetic

particle testing, ultrasonic testing, radiographic testing (see Table 2);

m) CHANGE the minimum industrial experience requirements for candidates (see

Table 3; Table 3 of the 2015 edition);

n) CHANGE the vision requirements for each level (see 7.4; 7.4 of the 2015 edition);

o) ADD the psychological test criteria (see 8.1.1);

p) ADD the examination elements (see 8.1.2);

q) ADD the examination time (see 8.1.3);

r) CHANGE the minimum number of general examination questions (see 8.2.1; 8.2.1

of the 2015 edition);

s) ADD the subjects and weights for practical operation examination scoring (see

8.2.5.2);

t) DELETE the allowed time for examination (see 8.2.3.8 of the 2015 edition);

u) DELETE the scoring of level 1 and level 2 qualification examinations (see 8.2.4

of the 2015 edition);

v) ADD the requirements for supplementary examinations (see 8.6);

w) DELETE the requirements for examination exemptions (see 8.6 of the 2015

edition);

x) CHANGE the requirements for certificates (see 9.2; 9.2 of the 2015 edition);

y) CHANGE the requirements for certification conditions (see 9.3; 9.3 of the 2015

edition);

z) ADD the requirements for applying for extension using the structured credit

system (see 10.2);

aa) CHANGE the requirements for applying for level 3 recertification using the

structured credit system (see 11.3.2; 11.3.2 of the 2015 edition);

ab) DELETE the requirements for "Transition between EN 473, GB/T 9445-2008

and this document" (see Chapter 14 of the 2015 edition);

ac) ADD the composite product sectors and implementation requirements (see A.2);

ad) CHANGE the specimen types and minimum quantity requirements for level 1

and level 2 practical operation examinations (see Appendix B; Appendix B of the

2015 edition);

ae) CHANGE the requirements for the credit system for level 1, level 2, level 3

extension and level 3 recertification, adding the requirements for the

implementation of NDT activities (see Appendix C; Appendix C of the 2015

edition);

af) CHANGE the percentage weights for level 1 and level 2 practical operation

examinations, changing the percentage weight guide for level 2 work instruction

examinations (see Appendix D; Appendix D of the 2015 edition).

This document identically adopts ISO 9712.2021 "Non-destructive testing Non-

destructive testing personnel qualification and certification".

1 Scope

This document specifies the requirements for personnel qualification and certification

using the following industrial non-destructive testing (NDT) methods.

2 Normative references

The following documents constitute essential provisions of this document through

normative references in the text. Among them, for dated references, only the version

corresponding to that date applies to this document; for undated references, the latest

version (including all amendments) applies to this document.

ISO 18490.2015 Non-destructive testing - Evaluation of vision acuity of NDT

3 Terms and definitions

The following terms and definitions apply to this document.

A written statement, card or other material (e.g., digital certificate) issued by a

qualifying body (3.6) in accordance with the provisions of this document,

indicating that the holder of the certification meets the certification requirements

(3.9).

4 Abbreviations

The nondestructive testing methods and their abbreviations listed in Table 1 apply to

this document.

5 Responsibilities

The established authorized qualification body shall meet the following conditions.

6 Qualification levels

A Level 2 Certified Personnel has demonstrated the ability to perform NDT in

accordance with NDT process specifications. Within the scope of competence specified

in the certificate, and with the authorization of the employer, a Level 2 person may

perform the following tasks.

7 Qualification conditions

In addition to the minimum training time given in Table 2, Level 3 candidates will also

need to complete qualification preparation in different ways depending on their

technical background of the system, including attending other training courses,

attending conferences and seminars, reading books, journals and other professional

printed or electronic materials.

Prior to certification, recertification or renewal, the candidate/certificate holder shall

demonstrate that color vision testing has been carried out within the previous 5 calendar

years.

8 Examinations

The preparation and implementation of the examination shall be further designed, to

ensure the confidentiality and security of the examination questions and examination

papers.

Practical operation specimens shall be maintained and monitored in accordance with

the procedures of the qualifying body, to ensure the consistency and fairness of the

examination.

9 Personnel certification

When the candidate meets all certification requirements, the qualifying body shall grant

the certificate. The certificate shall be valid from the date of the qualifying body's

certification decision.
