1 Scope

GB 6675.1-2025 is the Chinese national standard on safety of toys - part 1: basic code, in the field of domestic and commercial equipment, entertainment, sport. It carries no /T suffix, which in the Chinese system means compliance is mandatory: a product or a practice within its scope has to meet it to be lawfully made, sold or carried out in China. It was issued on 5 October 2025 by the State Administration for Market Regulation; Standardization Administration of China, and takes effect on 1 November 2026. This document specifies the basic safety requirements for toys, including mechanical and physical properties, explosive properties and flammability, chemical properties, electrical properties, hygiene requirements, radiation properties, and toy labeling, and describes the corresponding testing methods. This document applies to all toys (including trial and free gifts), that is, any product designed or clearly intended for use by children under the age of 14 for play, as well as products that are not specifically designed for play but have play functions for use by children under the age of 14. This document does not apply to the following products.

a) Bicycles with a maximum saddle height greater than 435 mm.

b) Catapult/slingshot.

c) Darts or javelins with metal tips.

d) Playground equipment in a public place.

e) Air pressure and pneumatic air guns and air pistols.

f) A model kit, hobby item, or craft, whose primary value of the finished product is not for play.

g) Sporting goods and equipment, camping supplies, sports equipment, musical instruments and furniture, but excluding toy replicas thereof. NOTE. Generally speaking, there are subtle differences between such items, such as musical instruments or sports equipment, and their toy replicas. The manufacturer's or seller's intent, normal use, and reasonably foreseeable abuse determine whether it is a toy replica.

h) Models of aircraft, rockets, ships, and vehicles powered by internal combustion engines, but excluding toy replicas.

i) Collectibles that are not intended for use by children under 14 years of age.

j) Holiday decorations.

k) Water equipment intended for use in deep water. cc) Toy transformer.

3 Terms and definitions

The following terms and definitions apply to this document.

3.1 toy Any product designed or clearly intended for use by children under the age of 14 in play.

3.2 aquatic toy Equipment designed to support a child's weight and allow children to play in shallow water, whether or not it is inflatable. NOTE. Bathroom toys and beach balls are not considered water toys.

3.3 electric toy Toys that require electricity for at least one function.

3.4 functional product A scale model product intended to be used for teaching under adult supervision, with a rated voltage greater than 24 V, and having the same function and usage as certain products, appliances or equipment used by adults. EXAMPLE. Mini kitchen utensils with cooking functions, intended for use by children.

3.5 design speed The representative potential driving speed that is determined by the design of the toy.

4 General principles

The purpose of toy safety is to minimize harm to children caused by defects in the toys themselves, during normal use or with reasonably foreseeable abuse. These defects may stem from design, manufacturing processes, or manufacturing materials used in their production. This harm may include.

a) poisoning (toxicity) and harm from other harmful substances;

b) burns and scalds;

c) suffocation, strangulation;

d) swallowing or inhaling a foreign object;

f) electric shock;

h) other mechanical harm, including cuts, lacerations, abrasions, eye injuries, head injuries, and hearing injuries. Toys that meet the requirements will reduce potential hazards arising from use in the intended manner (normal use) and use outside the intended manner (reasonably foreseeable abuse), including hazards to the safety or health of the user or a third party that the toy and the chemicals it contains may pose. Safety requirements for children's toys for specific age groups are based on the intelligence and physical abilities of children in each age group and their capacity to cope with hazards. They also take into account the capabilities of the users and, where appropriate, their guardians, especially when the toy is intended for use only by children under 36 months or other specific age groups. The reasonably foreseeable abuse described in Chapter 5 applies only to toys intended for use by children under 96 months of age, unless otherwise stated.
