Insulation coordination is the discipline of deciding how much insulation each part of a power system needs, given the overvoltages it will actually see — lightning strikes, switching surges, temporary power-frequency rises — and given the surge arresters installed to limit them. The choice is economic as much as technical: too little insulation and equipment fails in service, too much and a substation costs far more than it needs to.
