To implement the "Environmental Protection Law of the People's Republic of China", strengthen the supervision of soil environment for construction land, and control pollution plots.

This standard is formulated for the risks of human health and the safety of human settlements.

This standard specifies the screening values and control values of soil pollution risks for construction land that protect human health, as well as monitoring and implementation.

With supervision requirements.

This standard is the first release.

The following standards are the series of standards for soil environmental survey, monitoring, assessment and restoration of construction land in conjunction with this standard.

3 Terms and definitions

The following terms and definitions apply to this standard.

3.1

Construction land

Refers to the construction of buildings and structures, including urban and rural residential and public facilities, industrial and mining land, and transportation facilities.

Land for application, land for tourism, land for military facilities, etc.

3.2

Soil contamination risk of development land

Refers to the long-term exposure of the living and working people on the construction land to soil contaminants due to chronic toxic effects or carcinogenic effects.

Adverse effects on health.

3.3

Exposure pathway

Refers to the way in which the pollutants in the soil of the construction land arrive and are exposed to the human body. Mainly include. (1) oral intake of soil

(2) skin contact with soil; (3) inhalation of soil particles; (4) inhalation of air from surface soil in outdoor air

(5) inhaling gaseous pollutants from the underlying soil in outdoor air; (6) inhaling indoor air from under

3.4

Soil screening risk screening value for construction land

Development land

Refers to the fact that under certain land use modes, the content of pollutants in the soil of construction land is equal to or lower than this value,

3.5

Risk of soil pollution risk for construction land

It means that under certain land use modes, if the content of pollutants in the soil of construction land exceeds this value, it usually exists for human health.

3.6

Soil background value

Refers to the statistical value based on the background content of the soil environment. Usually expressed as a certain quantile value of the background content of the soil environment. among them

The soil environmental background content refers to the soil element that is only affected by geochemical processes and non-point source inputs under certain time conditions.

4 Construction land classification

4.1 In the construction land, the urban construction land can be divided into the following two categories according to the different exposure conditions of the protected objects.

4.1.1 Type 1 land use. including residential land (R) in urban construction land specified in GB 50137, public management and public

Primary and secondary school land (A33), medical and health land (A5), and social welfare facility land (A6) in the common service land,

And community parks in park green space (G1) or children's park land.

4.1.2 Type II land use. including industrial land (M) in urban construction land specified in GB 50137, logistics storage land

(W), commercial service facility land (B), road and transportation facility land (S), utility land (U), public pipe

Land for public and public services (A) (except A33, A5, A6), and green space and square land (G) (community in G1)

4.2 In the construction land, other construction land can be classified according to 4.1.

5 Construction land soil pollution risk screening value and control value

5.1 Screening values and control values of soil pollution risk for construction land to protect human health are shown in Tables 1 and 2, where Table 1 is basic.

Items, Table 2 are other items. See 3.3 for the exposure pathways considered in this standard.

5.2 Determination of soil pollution risk for construction land screening of pollutants

5.2.1 The items listed in Table 1 are the mandatory items for screening the soil pollution risk of construction land in the preliminary investigation stage.

5.2.2 The selection of the soil pollution risk screening for construction land in the preliminary investigation stage is based on HJ 25.1, HJ 25.2 and related technologies.

The regulations are determined and may include, but are not limited to, the items listed in Table 2.

5.3 Use of soil pollution risk screening values and control values for construction land

5.3.1 If the planned use of the construction land is the first type of land use, the screening values and control values of the first type of land in Tables 1 and 2 shall apply.

If the planned use is for the second type of land use, the screening values and control values for the second type of land in Tables 1 and 2 shall apply. Unplanned use is not clear

The screening values and regulatory values of the first type of land in Tables 1 and 2 shall apply.

5.3.2 If the pollutant content in the soil of the construction land is equal to or lower than the risk screening value, the soil pollution risk of the construction land is generally

Can be ignored in the case.

5.3.3 It is determined through preliminary investigation that the content of pollutants in the soil of construction land is higher than the risk screening value, which should be based on HJ 25.1.

Detailed investigations are carried out on standards such as HJ 25.2 and related technical requirements.

5.3.4 It is determined by detailed investigation that the pollutant content in the soil of construction land is equal to or lower than the risk control value, which should be based on HJ.

25.3 and other relevant technical requirements, carry out risk assessment, determine the level of risk, determine whether risk management or control is required

Repair measures.

5.3.5 Through detailed investigation to determine that the content of pollutants in the soil of construction land is higher than the risk control value, which usually exists for human health.

Risks are not acceptable and risk management or remediation measures should be taken.

5.3.6 If the construction land needs to be repaired, its restoration target should be based on HJ 25.3, HJ 25.4 and other related technologies.

The requirements are determined and should be lower than the risk control value.

5.3.7 Contaminant items not listed in Tables 1 and 2 may be risked according to HJ 25.3 and other related technical requirements.

Evaluate and derive soil contamination risk screening values for specific pollutants.

6 Monitoring requirements

6.1 Soil environmental survey and monitoring of construction land shall be carried out in accordance with HJ 25.1, HJ 25.2 and relevant technical regulations.

6.2 Analytical methods for soil contaminants are carried out according to Table 3. Contaminant projects with analytical method standards are not yet formulated, pending analysis
