Scope

GB 20464-2024 is the English-translated version of 农作物种子标签通则.

GB 20464-2024 is the Chinese mandatory standard for labelling agricultural crop seed. The seed label is the entire basis on which a farmer buys: the germination rate, the purity, the moisture and the variety cannot be verified at the point of sale, and a mislabelled lot is discovered a season later when the crop fails, which is why seed labelling is regulated by mandatory standard and enforced. The standard sets the basic requirements for the label, the general label content, the specific content required on a seed label, the crop and variety, the lot number, the quality indicators with their values, the origin, the producer or vendor and their licence, the date of testing and the validity period, the quarantine certification and the warnings; the general content of the accompanying instructions for use and the instructions specific to particular seed categories; and the requirements for treated, genetically modified and imported seed, which carry additional mandatory statements. It also sets how and where the label is applied. It takes effect on 1 October 2025.

The truth-assurance system for crop seed labels and instructions is a basic system that is widely implemented in seed laws around the world. The system establishes three Basic principles. The state shall implement unified labeling and production standards to avoid technical trade barriers; seed producers and operators shall make self-declarations and implement The most economical and effective model; the government organizes and implements market supervision and inspection to ensure that information is disclosed truthfully. GB 20464 is based on the provisions of the Seed Law of the People's Republic of China, the Measures for the Administration of Labels and Instructions for Use of Crop Seeds and other relevant laws and regulations. The regulations provide guidance and guidance on the content, production requirements and use supervision of crop seed labels and instructions. The technical specifications for the safety and operation of seeds should be in place to guide seed producers and operators to strengthen their principal responsibilities, correctly label seed labels and instructions for use, and clearly indicate the information, standardize production behavior; at the same time, clarify the technical support for the scope, content and method of supervision and inspection, and ensure that the information on seed labels and instructions for use is To ensure the true and complete disclosure of information and to ensure the effective implementation of the legal system. This document governs the seed quality standard requirements and formulates mandatory national seed quality standards for important crop seeds as a basis for seed quality. Supplement to quantity labeling requirements. General Principles for Labeling of Crop Seeds
