1 Scope

China's national standard on the quality of dangerous goods transport services provided by international freight forwarders. It specifies the service quality requirements and the service process controls for forwarders engaged in dangerous goods transport, and it applies to international freight forwarding enterprises and their related businesses, and may be used as evidence of a company's compliance and management standard. A freight forwarder handling dangerous goods occupies an unusual position: it does not manufacture the cargo, does not own the vehicle or the ship, and often never sees the goods, yet it is the party that classifies the consignment, prepares the declaration, selects the packaging and marking, chooses the carrier and route, and signs the documents on which everyone downstream relies. If the classification is wrong, the packaging is unsuitable or the declaration understates the hazard, the consequence is not a claim but a fire in a container stack, and the forwarder's paperwork is what caused it. Undeclared and misdeclared dangerous goods remain one of the largest causes of container ship fires. The standard responds by building the requirements as a control system rather than a checklist: a service quality assurance system, basic service quality requirements, internal control, credit control, business process control, key risk identification and control, monitoring and evaluation, and improvement. Two normative annexes carry the substance that cannot be left to judgement - safety requirements, and training. The training annex is normative rather than informative, which is the correct choice for a service where the decisive competence is a person's ability to read a dangerous goods list and recognise what is in front of them. Issued on 31 December 2013 and in force since 1 July 2014.

This standard specifies the international freight forwarding services engaged in the transport of dangerous goods service quality and service process control requirements. This standard applies to international freight forwarders and its related companies, serves as proof of the enterprise specification and management.
