GB/T 28839-2012 is the English-translated version of 进出境货物木质包装申报规范.

China's national declaration rules for the wood packing material of imported and exported cargo. It specifies what is declared about wood packaging when goods enter or leave the country, how the declaration is made, and what the declaring party is responsible for. Wood packaging is regulated by treatment and marking rather than by inspection, and the declaration is the part of the system that connects the pallet to the paperwork. Without it, a consignment arrives and the authority has no advance information about whether it contains wood packaging at all - which means either every consignment is examined, which is impossible, or none is, which defeats the regime. The declaration tells the authority what to expect: whether the consignment contains wood packaging, whether that packaging has been treated and marked, and by whom. That in turn allows the inspection effort to go where it is worth spending, and it makes the consignee or the exporter responsible for a statement rather than for a hope. The rules therefore cover the content of the declaration, the point at which it is made, the party responsible for making it, the treatment of consignments whose packaging is exempt - processed wood materials, packaging made entirely of manufactured board - and the handling of a declaration that turns out to be wrong. The last of those is the operative part: a false or careless declaration is what the regime is enforced against, because the pallet itself gives the authority nothing to enforce against once the container has been unpacked and the packaging has gone into a yard somewhere. This standard specifies the entry and exit of wood packaging declaration procedures, specifications, special logo and so on. This standard applies to the use of wood packaging import and export business and agency, Oxfam logo business, but also as the import and export of wood packaging Declared specifications.

3 Terms and Definitions

GB/T 20478, GB/T 28837 and define the following terms and definitions apply to this document.

3.1 Quarantine report agency inspectionandquarantinereportagency Legally registered and obtain accreditation inspection and quarantine agencies in the business administration department of the enterprise.

4 Reporting requirements

4.3 Oxfam logo qualified enterprises should comply with GB/T 28837 in.

4.4 quarantine report agency shall comply with the requirements of the qualification inspection and quarantine institutions.

4.5 application for inspection of electronic inspection unit shall meet the following conditions.

a) comply with the relevant inspection regulations;

b) has for inspection in the inspection and quarantine agency registration or registration formalities;

c) the inspection and quarantine agencies have trained and qualified appraisal inspection staff;

d) have carried out the inspection of electronic hardware and software conditions;
