Scope
GB/T 28831-2012 is the English-translated version of 国际货运单证缮制规范.
China's national code of practice for preparing international freight forwarding documents. It specifies the preparation and the checking of the documents used in international freight forwarding business, and it applies to the preparation, review and issue of documents in freight forwarding transactions, including those under documentary credits and those issued under contract. Document preparation is where international trade actually fails. The goods are on the ship and the money is at the bank, and between them is a set of documents that has to be internally consistent, consistent with the letter of credit, and consistent with what the goods actually are. A discrepancy - a date out of sequence, a description that does not match the credit word for word, a consignee named differently on two documents, a missing endorsement - stops the payment. The bank is entitled to refuse, the buyer gains a negotiating position they did not pay for, and the seller has shipped goods they may not be paid for. A large proportion of first presentations under documentary credits are refused for discrepancies, and almost all of those discrepancies are clerical. That is the problem this standard addresses, and it addresses it as a clerical discipline rather than as a legal one. It sets out how each field of each document is completed, how the documents are cross-checked against one another and against the credit, what is verified before issue, and who checks what. The forwarder is usually the party preparing the transport document and frequently the one preparing several of the others, so a common code of practice removes a source of error that the parties have no other way to eliminate. Issued on 5 November 2012 and in force since 1 December 2012.

This standard specifies the international freight and business-related documents Shanzhi audit specification. This standard applies to versions and documents with a single letter of credit under the relevant international freight business, review and issued also as a contract (in Non-credit payment) document versions and under, according to the audit and issuance, enterprises and related organizations to be carried out this document management.
