1 Scope

China's national operating guideline for international freight forwarders. It specifies the scope of operation of an international freight forwarding enterprise and the operating procedures and job specifications for each of its main business activities, and it applies to enterprises engaged in international freight forwarding and related business, serving also as a basis on which such an enterprise regulates and manages itself. A freight forwarder does not own ships, aircraft or trucks. What it sells is the arrangement of a movement and the assumption of responsibility for it: booking space, consolidating cargo, preparing and issuing documents, clearing customs, arranging insurance, handling the inland legs and settling the accounts between all of them. The business is therefore made entirely of procedure and of documents, and almost every loss in it comes from a procedural failure rather than a physical one - a bill of lading issued against goods not received, a consignment released without the original document, a declaration that does not match the cargo, a delivery order given to the wrong party, an insurance certificate that does not cover the transhipment leg. This standard is long because it sets out those procedures activity by activity: sea, air, rail and road forwarding, multimodal transport, consolidation and groupage, customs clearance and inspection, warehousing and distribution, container operations, the handling of dangerous goods and of special cargo, and the documentation, settlement and claims handling that runs through all of them. For each it defines what the forwarder does, in what order, what is checked before proceeding, and what record is kept. Issued on 2 July 2008 and in force since 1 December 2008.

This standard specifies the international freight forwarding enterprises (hereinafter referred to as "corporate" or "freight forwarder") scope of the operation, in all the major business links Operating procedures and job specifications. This standard applies to their business international freight forwarding and related businesses, but also as a basis for enterprises to regulate and manage.

3 Terms and Definitions

The following terms and definitions apply to this standard.
