Scope

GB/T 22152-2008 is the English-translated version of 国际货运代理业务统计导则.

China's national guideline for the statistics of the international freight forwarding business. It specifies the terms and definitions, the statistical indicators, the classification and the reporting for international freight forwarding business statistics. Statistics of this industry are unusually easy to get wrong, and the standard exists because of that rather than because anyone finds counting interesting. A forwarder handles cargo it does not own, arranges transport it does not perform, and issues documents on behalf of others, so almost every quantity that could be counted can be counted in more than one way and at more than one point. A consolidated container carrying twenty consignments can be one movement or twenty. A multimodal shipment can be counted once end to end or once per leg, and if two forwarders in the same chain both count it, the national total is wrong by that much. Revenue can mean the gross amount invoiced, which includes the freight paid onward to the carrier, or the net margin the forwarder actually retains - figures that differ by an order of magnitude and are both defensible until someone fixes which is meant. So the standard defines the indicators precisely: the volume measures by mode and their units, the consignment and shipment counts and where in the chain they are recorded, the revenue definitions with the distinction between gross and net, and the classifications by mode, by trade direction, by cargo type and by service. 1 Scope
