GB/T 30345-2013 is the English-translated version of 国际物流企业信用管理规范.
China's national standard on credit management in international logistics enterprises. It specifies the credit management requirements applying to the key areas of such a business, and it applies to international logistics enterprises and to the related businesses that operate alongside them. Credit here means commercial credit rather than a bank rating: an international freight forwarder or logistics operator almost never gets paid at the moment it performs the service. It books space, pays the carrier, advances port charges, customs duty and terminal handling, and invoices its customer afterwards, so at any moment it is carrying substantial receivables against parties in other jurisdictions, and it is simultaneously extending credit to customers and relying on the creditworthiness of the carriers, agents and subcontractors it uses. A single default by a large customer, or a foreign agent that collects freight and disappears, can exceed a year of margin. The standard treats that exposure as something to be managed by system rather than by judgement. It requires a credit risk management system that operates before, during and after a transaction - prevention, control and recovery treated as one mechanism rather than three - and it requires the credit management process to be coherent across the business, so that sales, procurement, finance and legal act on the same customer assessment instead of each holding its own view. It sits on top of a substantial existing body of Chinese freight forwarding standards, drawing its terminology from GB/T 22117 and GB/T 28836, and its process context from the international freight forwarding service, documentation and information exchange standards. Issued on 31 December 2013 and in force since 1 July 2014.

4 General requirements
