1 Scope

China's national coding rules for carrier identifiers. It specifies the principles, the structure and the assignment rules for the codes that identify a carrier in the electronic exchange of transport documents. Every transport document names a carrier, and every system that processes one has to know which carrier it is. That sounds trivial and is not: a shipping line, a forwarder, an airline or a trucking company appears in documents under its full legal name, its trading name, an abbreviation, a local subsidiary's name and a transliteration, and the same company may be all of those in a single transaction. A person reading a bill of lading resolves the ambiguity without noticing. A system matching a booking to a manifest to an invoice cannot. Before a common code exists, every company builds its own list of carrier codes, and those lists disagree - which is exactly the problem the companion standard for document identifiers describes, in the same words, for a different object. The consequences are the same too: reconciliation fails, documents cannot be matched automatically, the authenticity of a document is harder to confirm, and the cost of the operation rises. So this standard fixes a structure for the identifier, the classification of carriers it accommodates, the rules by which a code is assigned, and the maintenance arrangements that keep the scheme usable over time - including the rule that a withdrawn code is not reissued, which is what keeps historical records interpretable. Issued on 29 June 2012 and in force since 1 October 2012.
