1 Scope

China's national service norms for container operations by international freight forwarders. The freight forwarder is the party that makes container shipping usable: it arranges carriage across several modes and several carriers, handles customs and documentation, consolidates cargo, and issues the paperwork on which payment under a letter of credit depends. It is also an unlicensed role in most respects, so the quality of a forwarder is not visible until something goes wrong - and the losses are large, because a mistaken document can strand a container or a mis-declared cargo can cause a fire at sea. Standardising the service defines what the customer is entitled to expect: the process from booking to delivery, the documents at each stage, the information to be provided, the handling of the container itself, and the responsibilities at each handover. Given that China is the origin of a large share of world container traffic, these norms govern an enormous volume of trade. The standard specifies the business processes and service standards for container freight forwarding in import and export.
