1 Scope

China's national quality requirements for the customs clearance services provided by international freight forwarders. It specifies the requirements for the service, the process, the personnel, the records and the handling of problems in the clearance of goods on behalf of a principal. Customs clearance is the point in an international movement where a mistake is most expensive and least recoverable. A declaration is a legal statement made to an authority, and it is made by the forwarder on behalf of a principal whose goods the forwarder has never seen. Every element of it is a decision: the tariff classification, which determines the duty rate and which for many goods is genuinely arguable; the customs value, which has its own rules and its own adjustments; the origin, which determines whether a preferential rate applies; the licences and permits the goods require; and the description, which has to match the documents and the goods. A wrong classification is an underpayment or an overpayment of duty that may be discovered years later with penalties and interest. A missing permit stops the consignment. A description inconsistent with the documents attracts an examination, and an examination on a perishable cargo is a loss. And the liability falls in a way most principals do not expect: the declarant is responsible to customs, and the forwarder is responsible to the principal. So the standard specifies what the service must include, how the information is obtained from the principal and verified, how the declaration is prepared and checked before submission, how the personnel are qualified, what records are kept and for how long, and how a query, an examination or a dispute is handled. Issued on 17 December 2013 and in force since 1 April 2014.

This standard defines the quality requirements of the international freight forwarders services. This standard applies to customs agents and related businesses.

3 Terms and Definitions

HS/T 32-2010 define the following terms and definitions apply to this document.
