1 Scope

China's national phytosanitary rules for floral bulbs and tubers. It specifies the risk analysis, the quarantine approval, the registration of production sites, the entry requirements, the inspection at the quarantine site, the laboratory testing, the quarantine treatment, the supervision and management, and the evaluation and handling of results for imported flower bulbs. Ornamental bulbs are among the highest-risk plant products in international trade, and the reason is what they are. A bulb is a dormant underground organ full of stored nutrients, and it is imported alive and destined to be planted - so anything it carries is introduced directly into soil in the importing country rather than into a warehouse. It is not processed, not treated, and not consumed. Bulbs also carry a characteristic set of organisms that are difficult to detect: viruses that show no symptom in a dormant bulb, nematodes inside the tissue, fungal and bacterial rots that only develop after planting, and mites and insects in the scales. Add to that the volume - the Netherlands alone exports billions of bulbs a year - and the concentration of production in a small number of source regions, and the result is a pathway where a single infested consignment reaches thousands of growers. So the procedure this standard sets out is not an inspection at the border but a chain that starts before the bulbs are lifted: risk analysis of the species and origin, approval, registration and supervision of the production site abroad, requirements attached to the permit, inspection and sampling on arrival, laboratory testing where visual examination cannot answer the question, and treatment or refusal according to what is found. 2 Terms and definitions

The following terms and definitions apply to this document.
