1 Scope

China's national guidelines for the phytosanitary regulation of the wood packaging material used on inbound and outbound cargo. It specifies the quarantine treatment of wood packaging material, the methods and requirements for marking, and the quarantine supervision and management arrangements, and it applies to the regulation of wood packaging on goods entering and leaving the country. Wood packaging is the pathway by which forest pests move between continents. A pallet, a crate or a piece of dunnage is made from low-grade timber, frequently unseasoned and often carrying bark, and it accompanies a consignment whose own phytosanitary risk may be nil - a shipment of machinery is inspected as machinery, and the pallet under it is not the cargo. Yet the pallet is raw wood from a forest somewhere, and the beetles and nematodes living in it travel with it. The Asian longhorned beetle, the emerald ash borer and the pine wood nematode all crossed oceans this way, and the damage each has done in its new range is measured in tens of millions of trees. The international response, which this standard implements domestically, is not inspection but treatment and marking. Every piece of wood packaging is heat treated or fumigated to a specified schedule, and it then carries a mark identifying the treatment and the facility that applied it. The mark, not a certificate, travels with the packaging, so a pallet can be checked at any point in its life by looking at it. The standard therefore sets out the treatments, the marking and - the part that makes the system work - the approval and supervision of the facilities entitled to apply the mark. 3 Terms, definitions and abbreviations

3.1 Terms and Definitions The following terms and definitions apply to this document.

3.1.1 Wood packaging material woodpackagingmaterial Wood materials for carrying, packaging, bedding, support, and reinforce the goods, such as wooden crates, wooden crates, wooden pallets, wooden frame, barrel, wood shaft, Wedge, Stow, sleepers, lining wood and so on.

3.1.2 Stow dunnage For fixing or supporting the cargo, but has nothing to do with the cargo of wood packaging material.
