GB/T 23621-2009 is the English-translated version of 农业植物检疫实验室基础条件.
China's national guidelines for the basic conditions of an agricultural plant quarantine laboratory. It specifies the requirements for the premises, the facilities, the equipment, the personnel and the management of a laboratory performing plant quarantine work. A plant quarantine laboratory does something that most testing laboratories do not: it handles living organisms that must not escape, and it produces results on which trade decisions and eradication campaigns are based. Both halves generate requirements. The containment half means the laboratory is designed around not releasing what it receives: the layout separates the receiving and sample preparation areas from the rest, the rearing and incubation rooms are sealed and their air and waste are treated, all plant material and cultures are autoclaved or incinerated before disposal, and the flow of people and material through the building runs one way. A quarantine pest released from the laboratory that was set up to detect it is the failure the whole design exists to prevent. The competence half means the result has to stand up. Identification of a quarantine organism is frequently morphological and rests on the reference collection, the microscopes and the expertise of an individual; increasingly it is also molecular, which brings its own requirement for separated pre- and post-amplification areas because contamination produces false positives that stop shipments. So the standard sets the areas and their separation, the equipment for microscopy, incubation, rearing, molecular work and sterilisation, the reference collections and cultures, the personnel qualification, and the records and quality management that make a finding defensible. Issued on 27 April 2009 and in force since 1 October 2009.

This standard specifies the terms of agricultural plant quarantine laboratory staffing levels, inspection buildings, facilities, equipment and other environmental conditions and in Foundation conditions require. This standard applies to agricultural phytosanitary laboratory building at all levels.
2 Terms and definitions
