China's mandatory rules for cotton quarantine. It specifies the procedures for the quarantine of cotton, covering the sampling, the inspection, the identification of the pests and diseases of quarantine significance and the treatment and disposal of consignments.

Cotton is a quarantine problem out of proportion to its bulk because the pests that travel with it are the ones that destroy the crop. Seed cotton, lint, cottonseed, linters and the waste from ginning all carry material that can harbour an organism: bolls, bracts, leaf trash, seed and the dust that accompanies them.

The pink bollworm overwinters as a larva inside a seed and travels in cottonseed and in unginned cotton; the boll weevil travels in bolls and in gin trash; the fungal wilts, Fusarium and Verticillium, are carried on seed and in soil and plant debris, and once a field is infested they persist in it for years and cannot be eradicated.

The consequence of an introduction is therefore permanent rather than temporary, which is why the quarantine is mandatory and why it applies to domestic movement between regions as well as to import.

The rules set out how a consignment is sampled, since an infestation is rare and clustered and a sample taken conveniently will find nothing; how the sample is examined and what is looked for; how a suspect organism is identified and confirmed; and what is done with a consignment that fails - fumigation, heat treatment, processing under supervision, return or destruction - together with the documentation that accompanies a cleared lot.
